Summary of the work The Product Manager will manage the delivery of a centrally managed and controlled environment which will provide an on-demand and interactive customer self-service capability for Management Information (MI). This will enable data driven insights to be derived from a single source of truth. Specialist role Product manager Expected Contract Length 6 months with a 6 month option to extend Latest start date Monday 30 October 2017 Maximum Day Rate £700.00 Early Market Engagement None Who Speclialist Work With A mixed team of civil servants and suppliers of business development services which will include data scientists, data engineers, architects. There will be close working with Product Owners and subject matter experts from the business. What Specialists Work On Delivery of a BI/MI platform which will enable access to data provided for data analytics, to automate and transform how MI is reported in the Home Office. The reports will be generated using modern Power BI visualisation software. The MI platform will initially be hosted in our Crown Hosting environment, but will eventually migrate over to a Microsoft Azure Cloud based solution. The candidate needs to have a technical understanding of Microsoft and/or Enterprise BI/ MI solutions and an understanding of the intricate details around data movement, insight generation, security and governance. Skills & Experience • Demonstrate a strong understanding of the ways of working detailed in the Government Digital Service manual and standards (gov.uk/service-manual) – 7% • 4 years proven experience as a product manager in the principles and application of agile methodologies such as Scrum and Kanban - 12% • The proven ability to passionately pursue a vision and articulate it to a wide audience, from team members to Director General level -7% • Demonstrable experience of evaluating and solving problems creatively and laterally when needed, using appropriate evidence and data over instinct wherever possible to inform product decisions - 7% • Demonstrable experience in developing and communicating a coherent product roadmap and strategy – 7% • Demonstrable experience of evaluating and solving problems creatively and laterally when needed, using appropriate evidence and data over instinct wherever possible to inform product decisions - 7% • Proven and demonstrable customer and stakeholder engagement skills, particularly stakeholders at senior levels combined with experience communicating complex technical updates to different audiences – 6% • Proven experience of Microsoft and/or Enterprise BI/ MI and Data Visualisation solutions and demonstrable understanding of the intricate details around data movement, insight generation, security and governance – 12% Nice to Haves Project Management qualifications Prince 2/Agile/MSP Work Location Based in Croydon with some travel to headquarters in central London and various stakeholder teams in the UK Working Arrangments The supplier is expected supply a resource working within an agile team. We expect the supplier to be flexible. Off site and remote working can be accommodated, however due to security considerations this would need to be discussed. Travel to regional sites to be agreed, expenses incurred from travel outside of the M25/Greater London will be subject to Home Office Travel and Subsistence Policy. Security Clearance All staff must be SC cleared. We will ask bidders for details of key personnel, if successful the bidder will be asked for confirmation of security clearance or we will initiate clearance process. Can you please advise of whether this role falls inside or outside of IR35? This role is considered outside IR35 subject to confirmation on appointment of the candidate. 2. How soon can we expect to receive feedback after the applications close? Generally in about a week. 3. Can you please confirm the £700/day rate is excluding VAT? The rate excludes VAT. 4. Any chances of change in start date as the latest date mentioned is Monday 30 October 2017? No. 6. What are the other expenses which will be paid? Authorised travel in accordance with Home Office expenses policy. 7. What are the exact work locations? Lunar House Croydon, 2 Marsham Street, London and occasional travel to other offices when needed. 8. Any specific format(pdf,doc) in which CVs to be sent later? Ideally .pdf 9. Is occasional remote working allowed? Only by agreement with the relevant manager. 10. Regarding the SC clearance status, if the candidate does not hold active SC clearance and is willing to go through the process, can this be considered, if yes will you sponsor the security clearance? Yes & Yes. 11. Would you consider work permit holders (e.g. Tier 2 General Visa) and EU passport holders for this role ? Candidates will be considered if they can work legitimately in the UK and are eligible for SC security clearance.
