Tender description

Lancashire County Council is inviting tenders on the terms set out in the ITT for the provision of an Electric Vehicle Charging Point Scheme, including the supply, maintenance, and management of electric vehicle charging points supported by the Specification. LCC seeks to introduce spaces for 150 electric vehicles to be able to charge within the county, through the provision of a suitable number of charging points. A financial contribution from LCC may be available for the supply and installation of the equipment (charging points) only, depending on the financial model submitted as part of the tender. All further costs associated with the management, operation, and maintenance during the contract period are to be borne by the successful tenderer using the income generated by the use of the electric vehicle charging points. It is envisaged that the Contract will commence on or around the 01st September 2017. The contract is being procured in accordance with the Concession Contracts Regulations 2016; and it is envisaged that the term will be for 5 years, although the term may be longer in the event that the successful tenderer is able to justify that this would be necessary in order for them to make a return on any investment. As part of the provision of these charging points, it will be necessary to provide a complete operation including, but not limited to, back office software, web presence, machine maintenance and a customer interface, all of which must incorporate the Lancashire branding, which will be agreed in conjunction with the successful tenderer.
