Tender description

The provision of a Contractor hosted Finance, Procurement, HR, Payroll, Budget Management, Learning and Development (L&D) and Recruitment Software as a Service (SaaS) solution which includes deployment and ongoing support and is aligned to the principles of the Digital Strategy for Swindon Borough Council (SBC). The solution will be a hosted software as a service model, which must be capable of enterprise level integration to allow it to be fully integrated to the Council’s existing IT Systems (to include but not be limited to OpenHousing, Adults Social Care (Swift, Eclipse/Fiscal), RSSCMS (IDOX Uniform), Highways Asset Management, SharePoint, Citizen Portal) and to allow for likely future systems. In addition the solution must be able to link to the learning platform used by the Council’s Learning and Development team to deliver training. The solution will be a hosted software as a service model, which must be capable of enterprise level integration to allow it to be fully integrated to the Council’s existing IT Systems (to include but not be limited to Open Housing, Adults Social Care (Swift, Eclipse/Fiscal), RSSCMS (IDOX Uniform), Highways Asset Management, SharePoint, Citizen Portal) and to allow for likely future systems. In addition the solution must be able to link to the learning platform used by the Council’s Learning and Development team to deliver training. For the purposes of this procurement Software as a Service (SaaS) means: A hosted software licensing and delivery model in which software is licensed on a subscription basis. The model includes all upgrades, service updates, security patches, support and maintenance, and implemented partner costs. Within this procurement hosting is to be provided by the supplier at their own data facility. This data facility must be within the EEA. The Council previously tendered this requirement in July 18 through an Open OJEU process and was abandoned on the 21.8.2018 as there were no compliant bids received. The estimated whole life costs contract value for the initial 5 year term will be from a lower estimate of 1 500 000 GBP to a higher estimate of 2 500 000 GBP including the cost of the software, annual subscription cost for “Software as a Service” (SAAS), hosted on the Contractor’s premises and implementation partner costs.
