Tender description

NHS England South (South West) as Lead Commissioner and the Office of Police and Crime Commissioners and Police as co-commissioners, jointly re-commissioned Sexual Assault Referral Centre (SARC) services across the South West. This procurement was being carried out by NHS South, Central and West Commissioning Support Unit (SCW) on behalf of the Commissioners. The Commissioner contracted for the services using the National NHS Standard Contract and will be for an initial duration of 3 years with the option to extend for a further 2 years; services commence from 1.10.2018. The contract was split into 4 geographical lots: 1) Avon and Somerset, 2) Devon and Cornwall, 3) Swindon fand Wiltshire, 4) Gloucestershire. The total value of the service for all four lots, over 3 years will be 7 459 000 GBP, (including mobilisation costs in year 1). The total value including extension options will be 12 305 000 GBP. NHS England South (South West) as Lead Commissioner and the Office of Police and Crime Commissioners, and Police for Avon and Somerset, as co-commissioners, jointly re-commissioned Sexual Assault Referral Centre (SARC) services. The SARC located within the Avon and Somerset region will be a “Centre of Excellence” offering service provision for both adults and children. The aim was to use the procurement exercise as an opportunity to shape regional provision, clearly setting out services which are core SARC provision and those which are part of the onward referral pathway. The procurement exercise aimed to increase equity of access to SARC provision and ensure a consistent and high standard of quality care to victims of sexual assault, in line with national standards and recommendations set out in Specification No. 30. SARC services within Avon and Somerset include: — provision and coordination of premises, facilities and management, — crisis work, — direct employment of paediatricians, forensic doctors and nurses, — referral to and professional liaison with other services along the sexual assault pathway, — administration. The key objectives and outcomes of the commissioning of SARCs are as follows: — provide consistency of available services across the South West, — create a borderless and flexible service across the South West, — secure equal access to services across the region (access and travel times), — increase and improve cross-border links with SARCs outside of the South West region, but within reasonabletravel distances, — ensure 24/7 access via telephone, — increase self-referrals, — provide clarity and consistency about services offered to different age groups, i.e. adults and paediatrics, — operate as part of a coherent Sexual Assault Pathway. The total value of the service for lot 1, over 3 years will be 2 777 000 GBP (including mobilisation costs in year 1).The total value including extension options will be 4 595 000 GBP. Service provision for the Devon and Cornwall region includes the Isles of Scilly. There will be three SARCs located within the Devon and Cornwall region including: — 1 “Centre of Excellence” offering service provision for both adults and children (based in Exeter), — 2 SARCs offering adult provision only (based in Truro and Plymouth). The SARC located within the Swindon and Wiltshire region will offer service provision for adults only. The SARC is located in Swindon and is a Police PFI building. The aim was to use the procurement exercise as an opportunity to shape regional provision, clearly setting out services which are core SARC provision and those which are part of the onward referral pathway. The procurement exercise aimed to increase equity of access to SARC provision and ensure a consistent and high standard of quality care to victims of sexual assault, in line with national standards and recommendations set out in Specification No. 30. The procurement exercise aimed to increase equity of access to SARC provision and ensure a consistent and high standard of quality care to victims of sexual assault, in line with national standards and recommendations set out in Specification No. 30.
