Tender description

The Council is seeking to commission a nursing and residential dementia care services contract at a former SCC run care home to support it's objectives of developing opportunities for flexible and financially self-sustaining accommodation with care and support. The provider is expected to deliver expertise, capacity and pace to the construction, finance and operation of a residential care facility within which SCC will secure optimal performance and returns through a competitive care rate for SCC funded residents. This procurement will be conducted under the Light Touch Regime (“LTR”) and subject to limited regulation in accordance with Regs 74 to 76 PCR 2015. The Council has designed a LTR process to incorporate features of the Competitive Procedure with Negotiation and differences between this process and the PCR requirements under Reg. 29 are stated in the ITT. A leasehold for the site will be agreed within the process but is excluded from the PCR in accordance with Reg. 10. Contract for the Provision of Nursing and Residential Dementia Care Services for Older People delivered in accommodation via a DFBO model.
