SHINE Portal 2019

Tender description

This contract is for software development and operational support for the SHINE web portal. The portal is used by the Rural Payments Agency (RPA), Natural England, ALGAO and Historic England to handle and deliver historic environment advice to support the Countryside Stewardship Scheme (CS). CS brings in millions of pounds for the management, protection and repair of historic environment assets and is a key tool in our Heritage at Risk work. This contract will cover the following items: • Updating SHINE portal to be open for business on 18th February 2019. • Enhancements to HEFER consultation workflow to implement changes arising from HEFER review option 5. • Technical support for the operation of the SHINE portal (18th February - end Sept 2019 tbc). • Minor enhancements to portal functionality, subject to budget availability and agreement by project team. • Technology refresh for SHINE portal. • Providing a data extract of consultation responses to enable RPA to issue purchase orders to ALGAO members at end of consultation window. • Providing a data extract of consultation responses to HE at end of consultation window.
