Repair and maintenance services of motor vehicles and associated equipment

Tender description

Telford and Wrekin Council is procuring a contractor to service, maintain, repair, carry out statutory inspections for its vehicle fleet. The vehicle fleet includes coach built low floor minibuses and standard minibuses (50 no.) and light vans up to 3 500 kg GVW (30 no.). All work to vehicles shall be in accordance with DVSA Guide to maintaining roadworthiness – Commercial Goods and Passenger Carrying Vehicles (Revised 2018) and any other relevant statutory standards. The location of the workshop where the service shall be carried out must be located within a 6 mile radius of the Council’s Fleet Depot at Unit 28 St Georges Industrial Estate, St Georges Road, Donnington, Telford TF2 7QZ (the Depot). The services shall comprise the following works on vehicles and equipment to standards which satisfy all governing legislation and manufacturers' recommendations: •Carry out statutory scheduled safety inspections, MOT’s and routine servicing of vehicles and lifting equipment, the same scope and frequency as the Council’s regime and to industry standards as required by DVSA Guide to maintaining roadworthiness – Commercial Goods and Passenger Carrying Vehicles (Revised 2018), the vehicle manufacturer’s recommendations and all other regulatory bodies; — Carry out fair and non-fair wear and tear repairs on vehicles following scheduled safety inspections. — Carry out unscheduled fair and non-fair wear and tear repairs noted by drivers and reported by defect. — Repairs to vehicles as a result of accident damage, to include post-accident safety/quality inspections of repair works. — Roadside assistance in the event of a breakdown. — General and specialist welding and fabrications works. — Any other vehicle works routine or otherwise within the capabilities of the vehicle workshop staff. — Provide a vehicle collection and delivery service; movements with and without trade plates on both roadworthy and un-roadworthy vehicles, either self-propelled or by a recovery vehicle. — Prepare vehicles for annual test and present/accompany for test as is appropriate or deliver/collect those vehicles to and from test as is required. — Coordinate warranty and specialist vehicle repairs. — Coordinate Vehicle Equipment Safety Inspections (LOLER) as required and at intervals set by law. — Provide administration for all activities connected with Vehicle Maintenance. — Complete and submit within 24 hours all job sheets/workshop reports etc connected with all vehicle maintenance. Additional Services are detailed in the specification, which the Council may instruct the Contractor, at its discretion, to do so at any time and for any duration: — Recovery of vehicles, — Tyre inspections and replacements. The contract will be for a period of 5 years, commencing on 1.4.2019, but subject to an extension or extensions of up to an aggregate of 2 further years at the absolute discretion of the Council.
