Tender description

This Procurement shall be known as the census field force people services partner (the Services). The customer has a need to appoint a supplier that will be responsible for the delivery of the Services and provide the customer with an experienced, industry-led, outsourced function. The main purpose of the Services is to assist the customer to recruit, train, payroll and HR support the estimated 37 000 Field Force required to support the 2021 Census (including the 2019 Rehearsal). Full details of the requirements for the Services are provided in the specification document contained in Appendix B, Part 2, Schedule 2 (Specification Document) of the Procurement Pack. Tenderers must ensure they understand the processes that must be followed in order to comply with the Procurement procedure. All tenders must be completed and submitted in accordance with the terms of the ITT. The Services comprise an outsourced, integrated service for the recruitment, payroll (including expenses and pension), HR and training to deliver and support up to 4 437 people and 4 821 650 hours that will make up the Field Force. The field force will be customer employees and operate throughout England and Wales. The Services cover the 2019 Rehearsal, 2019 Rehearsal Census Coverage Survey, the 2020 Address Check, 2021 Census, the 2021 Census Coverage Survey and the 2021 non-compliance operations as required by the customer in order to deliver the programme.
