Procurement Legal Advice for the Celtic Interconnector Project

RTE and EirGrid have been engaged in exploring the feasibility of an Interconnector project between Ireland and France, known as the ‘Celtic Interconnector’. The Companies intend to establish a single supplier framework agreement for the provision of Procurement Legal Advice for the project. The required services will comprise of advice on and assistance with the management of EU competitions and specifically advice on an EPC contract procurement process. The majority of requirements will be sourced through the negotiated procedure. Requirements The Companies shall require the successful Tenderer to provide ad hoc legal advice and support relating to procurement issues regarding the Celtic Interconnector project. The general requirements will include working with the Companies’ Procurement teams to provide: • Specialist Public (Utilities) Procurement support and advice; • Comparisons of French and Irish transposition of the EU Directive into national law; • Review of procurement related strategies, policies and procedures; • Drafting and review of tender documentation; • Provision of telephone, email and on-site support.
