Tender description

Fingal County Council is the Local Authority for the county of Fingal located to the north of Dublin City. In 2015, Dublin Airport handled 25 million passengers, an increase of 15 % on the previous year and the highest figure on record. Average traffic growth projections in passenger numbers indicate that by 2025 Dublin Airport will handle some 38 million passengers. In anticipation of the designation of Fingal County Council as the Competent Authority to implement EU Regulation 598/2014, will require external support to manage all the duties of the Competent Authority as outlined in EU 598/2014 and are preparing to tender for this service. There will be a requirement to provide a service which includes the development of noise determinations as well as the management of aviation noise compliance and monitoring and additional activities relating to broader aviation noise regulation. Dublin Airport is the principle gateway to Ireland and represents the most significant single economic entity in Fingal and the Dublin region. In 2015, Dublin Airport handled 25 000 000 passengers, an increase of 15 % on the previous year and the highest figure on record. Average traffic growth projections in passenger numbers indicate that by 2025 Dublin Airport will handle some 38 000 000 passengers. In order to support this growth the number of aircraft movements will increase from 2003 levels of some 166 000 movements to some 304 000 movements per annum. In anticipation of the designation of Fingal County Council as the Competent Authority to implement EU Regulation 598/2014, Fingal County Council will require external support to manage all the duties of the Competent Authority as outlined in EU 598/2014 and are preparing to tender for this service. There will be a requirement to provide a service which includes the development of noise determinations as well as the management of aviation noise compliance and monitoring and additional activities relating to broader aviation noise regulation. The Service Provider will be responsible for ensuring that the balanced approach to aircraft noise management is adopted in respect of aircraft noise management undertaken for Fingal County Council. This is a Prior Information Notice and not a call for competition or invitation to tender. A call for competition may be placed within the next two months. No tender documents are available at this stage. Details of individual procurements pursuant to this notice will be advertised in due course on www.etenders.gov.ie and in the Official Journal of the EU where required to do so. This notice aims to provide advance warning to the market that shorter timescales may apply at tender stage. A response to this notice is not required.
