Tender description

INS is seeking to establish a Framework Agreement for support in obtaining and modifying Kaisa 520 & Kaisa 592 licences for our vessels from the Japanese Ministry of Land, Infrastructure and Transport (JMLIT) as described at II.2.4. This procurement is to establish a Framework to provide support to INS in obtaining and/or modifying existing Kaisa 520 licences. The successful organisation will be expected to: 1) Interact with the Japanese Ministry of Land, Infrastructure and Transport (JMLIT) on technical matters associated with the licensing of vessels for the sea transport of nuclear materials to and from Japan to and from overseas destinations; 2) Support and, if appropriate, lead on behalf of INS in making formal KAISA520 license applications to JMLIT; 3) Perform necessary assessments and justifications for KAISA592 applications including the assessment of counter-measures for tsunami threats; 4) Provide ad-hoc support and advice to INS in respect of assessing proposed modifications to our vessels in respect of compliance with Japanese licencing. The work will require a successful tenderer to be based in Japan and have demonstrable knowledge and experience of working with INF Class 3 vessels.
