The current provider has had a 5-year contract (OJEU contract award notice 2014/S 036-059775) which would have expired on 31.3.2019. The aim of this VEAT is to notify the market that the contract is being extended by 12 months until 31.3.2020. North East Essex Clinical Commissioning Group is in the process of reviewing its primary care mental health services provision for the North East Essex population, working towards the development of a NEE Health and Wellbeing Alliance in line with the Integrated Care System (ICS) vision of the Suffolk and North East Essex Sustainability and Transformation Partnership (STP). To achieve the vision, commissioners have decided to extend the existing contract by a further 12 month period to enable further review of primary care mental health services in line with the emerging NEE Health and Wellbeing Alliance programme. Consequently, Commissioners believe that a new approach is needed to change behaviour and incentivise providers which will support the design/development of new ways of working and models of delivery for integrated care to the population. Therefore the commissioning processes for IAPT services in North East Essex will be deferred by 12 months which will give local Commissioners and local Providers the opportunity to work together to progress and deliver their visions for primary care based mental health services. Therefore the Health In Mind IAPT service contract is to be extended for 12 months with the current provider until 31.3.2020 to enable the Health and Wellbeing Alliance model to develop to sufficient maturity to be able to run an outcomes based commissioning process.
