Tender description
It is our ambition to commission a provider who will establish and develop a sustainable open access, accessible drug and alcohol Recovery Community within North East Lincolnshire. The council expects that the successful bidder will work to establish the community as an independent, sustainable peer support organisation with the intention that the provider ceases to have direct involvement with the community at the end of the contract term.The recovery community will support people over the age of 18 who have completed the treatment element of their recovery journey or achieved abstinence independently and are working towards maintaining a drug and/or alcohol free lifestyle and improve their lives. The Authority will award, through this procurement process, a Provider that will establish the recovery community via a Concession Contract and the Provider will be willing and able to provide the concession service in accordance with the terms and conditions of the corresponding Agreement The Authority will award, through this procurement process, a provider that will establish the recovery community via a Concession Contract and the Provider will be willing and able to provide the concession service in accordance with the terms and conditions of the corresponding Agreement. The recovery community will be inclusive, accessible, non-judgemental, inspirational, effective and will be free of charge. It will work alongside and in partnership with other community organisations that provide meaningful activities such as horticulture, art therapies, sport and fitness, recycling as well those organisations that work in addressing issues such as education, training, employment, etc. The recovery community will be transformational, and will engage and motivate people to make positive lifestyle changes that will develop and improve their overall health and wellbeing as part of their recovery journey. The Concession Contract will operate in the way of funding from the Council for set up cost only during the 3-year contract period, with the expectation that the provider will source other funding streams and grants to top up any funding shortfall to enable the service to function and become sustainable. You will be responsible for seeking other funding sources during the term of the contract in order to fulfil the contract obligations and ensure the community becomes self-sustaining by the end of the contract period.
