Summary of the work Essential skills and experience include: Business process experience: Demonstrable knowledge and recent experience of business to business, web to print business processes that are logic based automated from user input. Experience in delivering evidence-based research to inform user-centric design, focus on user needs, end-to-end user journeys, motivations and goals. Expected Contract Length 15 days for Discovery Latest start date Monday 7 January 2019 Why the Work is Being Done The EU provides an Energy Label Generator which some UK-only suppliers may lose access to after EU Exit on 29 March 2019. We would like to understand the potential user needs and their current energy labelling online journeys/sources of information. Problem to Be Solved A UK Energy Label Generator will be required after EU Exit. The project has identified a preferred option; a Supplier is needed to conduct a Discovery per the GDS Service Manual to achieve outcomes, defined as: “How you know discovery is finished” at https://www.gov.uk/service-manual/agile-delivery/how-the-discovery-phase-works and specifically including user research described and with an example at: https://www.gov.uk/service-manual/user-research/user-research-in-discovery Further to this, the Supplier to provide the services: alpha, beta, live and retirement under the principles as defined in: https://www.gov.uk/service-manual/agile-delivery and referenced from the heading: “Phases of an agile project” Who Are the Users The users of the UK Energy Label Generator would be UK businesses who place energy-using products on the UK market only. These are likely to be predominantly SMEs as some larger businesses and trade associations offer their own bespoke energy label generators. Work Already Done Pre-‘Discovery’ activities have identified a preferred option. Existing processes in larger businesses have been identified and engagement with trade associations has helped us to begin refining user need and business need. Legislation is being drafted to ensure relevant EU ecodesign and energy labelling regulations brought into domestic law and are enforceable in the UK after EU Exit. Existing Team The Supplier will be working closely with members of the Policy Team, which comprises a Project Manager, an Economist, a Senior Responsible Owner and Project Support. The team has support from Digital, Commercial and Project Delivery Specialists. Current Phase Discovery Skills & Experience • 1. Business process experience: Demonstrable knowledge and recent experience of business to business, web to print business processes that are logic based automated from user input. • 2. Experience in delivering evidence-based research to inform user-centric design, focus on user needs, end-to-end user journeys, motivations and goals. • 3. Recent and demonstrable experience of designing and developing digital services that meet identified user needs and business objectives. • 4. Recent and demonstrable experience in defining functional and non-functional requirements and criteria that can be used to inform tool selection. Work Location Workshops and meetings will take place onsite at BEIS’ offices (1 Victoria Street, London SW1H 0ET) as and when appropriate. The rest of the work will be done at the Supplier’s own offices and, if appropriate, face-to-face with users at users’ locations Working Arrangments Agile principles. Supplier will use provide their own equipment. Time and Materials project based upon an agreed Initial Project Schedule as iteratively and formally updated prior to actual work.
