Tender description

This is not a call for competition: Low-carbon, sustainable energy generation with Carbon Capture, Utilisation and Storage (CCUS) is a key priority for the UK and internationally, with significant global opportunities for technology development and commercialisation. With co-funding from the European Regional Development Fund, the University of Sheffield is establishing a flagship national Translational Energy Research Centre (TERC). The Centre will provide a multi-technology, integrated RD&D platform which will bring together a range of energy generation and CCUS facilities. This will promote research and innovation, as well as demonstrate individual and integrated energy systems enabling businesses to evaluate these low carbon / renewable technologies with the purpose of encouraging their uptake. In order to expand current equipment portfolio, the new centre will have a range of bio-energy, conventional energy (heat and power) and CCUS facilities. We are looking to procure a membrane based CO2 capture system to further enhance our research capabilities. The membrane CO2 capture system is envisaged to be standard/modified/custom-built equipment with ideally some or all of following general attributes: 1. Scale i. Throughput: The key factor governing the scale of the membrane plant is the amount of flue gas generated by the onsite combustion plants. A slipstream of 150-200 Nm3/h of flue gas from combustion facilities would be drawn to be fed to the membrane CO2 capture system. ii. Capture efficiency: The membrane is expected to have high CO2 capture efficiency. iii. Gas quality: It is expected that the membrane has a high selectivity and permeability for CO2 and product CO2 stream is of high purity. iv. Size: Due to space limitations the equipment installation should be as small as possible whilst attaining the above and below requirements, to limit both space required for the equipment and ancillaries. 2. Research support I. Ability for analytical measurement into the feed and exit streams, and potential to include additional points/ports as part of the original OEM build for further analytical measurements throughout the system II. Capability to integrate with on-site combustion facilities and synthetic gas mixing skid III. System should be able to operate with a range of flue gas compositions originating from different fuel sources, including coal/biomass/natural gas and modulated flue gas, as well as from flue gases potentially generated from variety of industrial processes. 3. Operating system I. A degree of control over the process for research purposes, including ideally the ability to vary operating conditions II. Recording of process data for: (1) online monitoring and analysis; and (2) exporting for post processing with standard data packages (e.g. MS Excel) III. Integration with other onsite monitoring and control systems (e.g. Smart Energy Management system), enabling remote monitoring and ideally control Purpose of PIN We are issuing a PIN to highlight this opportunity to potential suppliers. We are also launching a market consultation exercise to help inform a realistic technical specification for the forthcoming tender process, and to engage with potential suppliers to better understand the following: 1. The range of technologies offered and available on the market 2. How the above attributes can be potentially achieved and what are the limitations 3. Installation requirements and constraints 4. Informal approximate costs 5. Technologies track record The tender process will follow separately after the market engagement exercise and will be advertised through OJEU and In-tend. Market Engagement DATES: The market engagement will be held between 20/12/2018 and 26/01/2019. Meetings and site visits must be arranged no later than by 12/01/2019. FORMAT: Individual, non-confidential meetings, either face-to-face or via the telephone or teleconferencing software, or a combination of the above. Site visits are encouraged to enable discussion in the context of the installation space. A questionnaire will be used to guide the discussions and record responses. The questionnaires are available on request when arranging the meeting/site visit. Up to a total of 4 hrs has been allocated for each party, to be utilised in one block or multiple sessions.
