Summary of the work The supplier must provide the necessary skills to perform a successful migration of the existing Adobe Customer Correspondence Management solution from Livecycle ES4 SP1 to AEM forms 6.4. Please also see Any work that's already been done Expected Contract Length 4 months Latest start date Monday 17 December 2018 Budget Range £95K including T&S Why the Work is Being Done The Child Maintenance System (CMS) uses the Adobe Customer Correspondence Management (CCM) solution to generate letters. The CCM solution is currently built with Adobe Livecycle ES4 SP1. This version of software is now in extended support so DWP want to upgrade to AEM Forms 6.4. Ideally the migration will be completed before the end of March 2019. Problem to Be Solved The Child Maintenance System (CMS) uses the Adobe Customer Correspondence Management (CCM) solution to generate letters. The CCM solution is currently built with Adobe Livecyle ES4 SP1. This version of software is now in extended support so DWP want to upgrade to AEM Forms 6.4. The migrated solution will provide the same outcomes as the existing implementation. As part of the transition DWP want to re-platform the solution. The objective of the re-platform is to simplify the deployment so that it can be deployed onto commodity hardware or public cloud. Who Are the Users The correspondence solution is used to generate letters that are sent to CMG customers. The Adobe CCM solution is used to maintain letter templates. When a letter is required the template is populated with data from the CMS Siebel case management system. Letters can either be editable or finalised. Editable letters are presented to a CMG caseworker for review and edit before being completed, approved and finalised. Once a letter is finalised it is converted to PDF-A. Both editable and finalised letters are stored in the CMS document manegement system which is Documentum. Early Market Engagement N/A Work Already Done A proof of concept (POC) has been completed by Apto Solutions Ltd. The POC demonstrated that it is possible to migrate the existing CMS correspondence solution to AEM Forms 6.4. The POC identified a number of areas of work that will need to be completed. These include: - develop new Documentum connectors using REST API - develop new REST custom service connector for CCM - migrate and update LCA orchestrations - migrate and update existing custom services - migrate and fix-up 700 plus letter templates - integrate with existing authentication services (LDAP) - evaluate and tune letter rendering performance Existing Team The supplier will work alongside the CMS supplier and DWP internal teams. The CMS is managed and maintained by Tata Consultancy Services (TCS). The successful supplier will need to work closely with TCS and the internal DWP team during system integration test (SIT) and user acceptance test (UAT). Current Phase Not applicable Skills & Experience • A1: Proven experience of delivering Adobe Customer Correspondence Management (CCM) solutions using both LiveCycle (LC) and Adobe Experience Manager (AEM). (3.0%) • A2: Immediate capacity to supply experienced (3>5years) technical skills in Development and Technical Architecture for Adobe CCM Solutions with references of deliveries they have led or had significant involvement in.(3.0%) • A3: Proven experience in migrating Adobe CCM solutions from LiveCycle to AEM forms. Including multipage (5+ pages) letter templates. (4.0%) • A4: Proven experience of defining Adobe AEM CCM solution architectures which meet non-functional requirements for things like performance, flexibility and maintainability. (3.0%) • A5: Proven expertise in integrating Adobe CCM solutions to other components. Including Documentum for storing documents and LDAP for single sign on. (3.0%) • A6: Proven expertise in providing support in a multi-supplier team performing integration and aceeptance testing. (3.0%) Nice to Haves B1: Have experience of working within DWP or a comparable organisation within the last 3 years. (1.0%) Work Location The supplier will be allowed to perfom most of the work remotely. Where attendance is required at DWP sites, the primary location of the project team is Newcastle. Working Arrangments The supplier will be able to perfom most of the work remotely. There will be a requirement to attend ad hoc meetings and reviews from time to time. Activities that involve joint working, for example supporting integration test and handover will require the supplier to attend a DWP office in Newcastle. Agreed Travel and Subsistence will be paid in accordance with the DWP Policy. Security Clearance All resources must be BPSS (Baseline Personnel Security Standard) compliant or equivalent (or prepared to undergo clearance process prior to commencement of work). DWP would support an application however costs are to be met by the supplier.
