Tender description

As part of its Surface Intelligent Transport System (SITS) Programme, Transport for London (TfL) is seeking to enhance the quality and quantity of data it has available to support decisions around the management of capacity on the road network and delivery of its Healthy Streets agenda. Data as a Service (DaaS) is part of the Data Roadmap Project within the SITS Programme and is intended to improve TfLs understanding of the movement of road network users in a cost effective way through data and analytics. Further detail is provided at Section II.2.4 below. SITS is TfL’s response to growing pressures upon the capacity of London’s road network and the need to deliver the Healthy Streets Approach through encouragement of sustainable, active, safe and efficient travel. SITS will allow TfL to prioritise people who are walking, cycling and using buses, and will also provide the capability for TfL to unlock significant additional capacity on the road network. SITS will be delivered across four main projects: (1) Real Time Optimiser (RTO); (2) Common Operational View and Incident Management System (COV IMS); (3) Data and Analytics – involves 1) Data Hub; and 2) Data Roadmap; and (4) Predictive. Data as a Service (DaaS) is part of the Data Roadmap and is intended to improve TfLs understanding of the movement of road network users in a cost effective way through data and analytics. Data to be provided will be geographically comprehensive and mapped to the Network of Interest (NOI), which incorporates all ‘M’ and ‘A’ roads within and including M25, plus busy minor roads and bus routes, covering around 2 030 km (2 300 km in Greater London) of roads. Real time (< 60 secs latency) journey time and speed data will enable TfL to generate information relating to delay/congestion and journey time reliability and should have the ability to transform the common geography so that two way direction of travel is represented and data is mapped to this dual direction network. Data is expected to be split to different modes and vehicle classes: 1. General traffic (Car, taxi, motorcycle); 2. Buses; and 3. Freight (LGV <3.5t and HGV >3.5t). The procurement route and timetable for DaaS is still under consideration and TfL is seeking expressions of interest from parties that may be interested in participating in a tender process for the requirement. A formal tender process is expected to commence in Spring 2019 with the aim of identifying a single supplier to deliver the services. The anticipated approach to achieve this involves pilot work to be undertaken over two stages: Pilot Stage One: Potential suppliers will provide TfL with historic journey time, speed and count data on the NOI for one month (e.g. October 2017) mapped to a common geography (based on OS Highways). Data will be broken down into a classified mode split. TfL will test the accuracy, coverage and detail level of the data provided. The potential supplier(s) most closely aligned with the requirement will progress to stage two. It is yet to be decided whether one or more suppliers will be taken through to stage two. Pilot Stage Two: The selected potential supplier(s) from stage one will provide TfL with real time (<60secs latency) journey time, speed and count data for 3 months mapped to the common geography. During the 3 months, a refreshed common geography will be released and the potential supplier(s) will demonstrate they are able to switch to the updated or refreshed geography. Contract Award: After 3 months of real-time trial, if the data is suitable for TfL ingestion and utilisation, a contract will be agreed with one of the potential supplier(s) to provide TfL with data on an ongoing basis.
