Tender description
Development management services for mixed-use development New City College want to redevelop their campus in Poplar (“the Campus”) into a modern, state of the art education facility. The current intention is that approximately 90 % of the Campus will be demolished, with only the listed building and frontage of the library retained. In order to finance the redevelopment, the College intends to construct a mixed-use education and residential development. In terms of the education element, there are currently plans for four floors of College space including an atrium, a learning resources centre and specialist teaching facilities. In terms of the residential development, the expectation is that residential towers will sit on top of the education/ College space. During the last year, the College has procured a multi-disciplinary professional team to assist with the redevelopment project. The pre-application process was started with the London Borough of Tower Hamlets in November 2018. The purpose of this PIN is to inform the market of the College’s intention to procure development management services (“the Services”). At the moment, the College expects that at least the following activities/ services will be included within the scope of the Services: — working with the College to develop the scheme into a cost-neutral financial proposition; — helping to secure planning consent for the scheme; — securing equity investment to forward fund the scheme; — managing the work of the College’s multi-disciplinary professional team; — advising the College on the procurement of further professional support/ services and works contracts. The College anticipates that the value of the contract will be between 5 000 000,00 GBP and 9 000 000,00 GBP for the base fee and there may be an opportunity for further incentivisation. The contract will run from Q2 in 2019 to Q3 in 2024 i.e. a term of just over 5 years, with break provisions for example if key milestones are not reached.
