Summary of the work Lead the high profile Apps and Wearables programme in NHS Digital, ensuring it delivers and meets all its commitments. Ensuring all outcomes and deliverables in the programme are met using scaled agile delivery methodologies. Lead production and maintenance of delivery and implementation roadmap. Specialist role Programme manager Expected Contract Length 6 months with option to extend for 6 months (12 months in total) Latest start date Wednesday 19 December 2018 Maximum Day Rate £750 Early Market Engagement None Who Speclialist Work With Specialist will work with a range of people, Apps and Wearable programme team; other programme heads across the Empowering the Person Portfolio; external stakeholders including senior individuals in government. What Specialists Work On The specialist will be heading up the Apps and Wearables programme. Lead on apps programme ensuring deliverables are met. Lead production and maintenance of delivery and implementation roadmap, plan, backlog, velocity and quality tracking artefacts, ensuring all product, delivery and dependency commitments. Work with stakeholders and commissioners to ensure programme strategy and outcomes are aligned with strategic and commissioning perspectives. Ensure governance assurance & approvals compliance. Manage programme finances. Work with commercial colleagues to ensure the programme maintains a clear demand pipeline. Build the team using a mix of methods including permanent, temporary and outcome sourcing, Skills & Experience • A minimum of 12 months experience of managing complex Government Digital Service projects and programmes with evidence of working in an App environment (15%) • Experience of client-side digital delivery management in the health sector (5%) • Minimum of 10 years delivering large scale agile projects in largely waterfall environment (10%) • Experience in setting up an agile delivery environment for multidisciplinary teams (5%) • Understanding of user centred service design practices, Government Digital Service Standards and the assessment process (5%) • Understanding of Product Management discipline in either product launch or operational capacity (5%) • Experience in leading a collaborative, dynamic planning process - prioritising the work that needs to be done against the capacity and capability of multidisciplinary teams (5%) • Able to be articulate and credible at a very senior level, delivering accurate reporting as to the current state of play with regard to the delivery of the service (5%) • Experience in monitoring, managing and reporting finances on multi-million Pound projects (5%) • Experience in supporting procurement and commercial management functions to source required outcomes (5%) • Strong negotiation skills and the ability to influence external partners, suppliers, stakeholders and customers to secure mutually beneficial outcomes (5%) Nice to Haves Experience of using Jira in complex programmes Work Location NHS Digital Bridgewater Place, Water Lane, Leeds LS11 5DR Working Arrangments 5 days a week in the office under normal circumstances. Occasional working from home/remote with prior agreement. When home/remote - needs to be available to dial into meetings. No expenses paid to get to Leeds. NHS Digital expenses policies will apply for other travel requirements. The Buyer would expect the supplier/candidate to be in the office five days a week under normal circumstances. Only occasional working from home/remote working with prior agreement will be permitted and would need to be available to dial into meetings. 8. Will day rates above £750 be considered or will any application above £750 be immediately discounted? There is only certain budget available for this role. We may consider some flexible day rates dependent upon experience. 9. It's noted the latest start date is 19th December, a few days before the Christmas break. Is there any flexibility with start date? For example, would 3rd Jan be acceptable? Due to the demands of the programme, we need the candidate to be available from the start date specified and to be available over the Christmas period
