Tender to examine the international literature and experience around serious reportable events and clinical audit to inform the guidance to be issued by the Minister for the Patient Safety Bill.

Tender description

The general scheme of the Patient Safety Bill (PSB) was approved by Government in July 2018 and underwent pre-legislative scrutiny in September 2018. The Bill will provide for mandatory open disclosure, external reporting of serious patient safety incidents, clinical audit and extension of the Health Information Quality Authority (HIQA) powers to the private sector. The PSB will for the first time provide in law for mandatory open disclosure in respect of serious patient safety incidents. The PSB will also protect clinicians from FOI requests for clinical audit reports if they follow the guidance to be issued by the Minister. To that end this tender is about publishing an open request to tender for a desk top review of international experience and expertise around Serious Reportable Events (SRE’s) and Clinical Audit standard setting. This review will then inform the NPSO on its public consultation and in turn the schedule of SRE’s and clinical audit guidance to be issued by the Minister.
