Tender description

Hampshire County Council is seeking to procure for itself and Isle of Wight Council, a single supplier Framework for an off premise Childrens IT social care case management solution. When implemented, the solution is expected to deliver multiple benefits, including, but not limited to: — providing appropriate availability and Access, Authentication and Authorisation (AAA), — meeting statutory and Ofsted obligations, — enabling effective engagement, participation and collaboration between all stakeholders, — flexibly and innovative, supporting the future aims and objectives of the Authorities business processes, — delivering effective and efficient continuous improvement to meet the ongoing growth and changes of the industry and Service, — delivering meaningful, intuitive and timely integrated data and content including: achieving a “Single view” of child, family and organisation, reporting, — providing a knowledge management tool to share experience and knowledge across the customer facing teams. As part of HCC’s and IWC’s social care and digital strategic direction, the children’s services teams are seeking the provision of necessary assets required to deliver a replacement social care case management solution which, as well as meeting core requirements, is capable of flexibility and expansion over the life of the contract. The requirements (“Solution”) include: — software: to include any application software, third party software and/or reporting tools required to operate the Solutions effectively, — system hosting, — specification of necessary IT architecture and hosting to support the solutions, — support for implementation including project planning, integration, data migration and training, — provision of documentation and manuals for disaster recovery, — ongoing support, maintenance and hosting services: to include application software support (inclusive of upgrades, patches and bug fixes) and support for any third-party software required fully exploiting the functionality of the solutions. Multi-agency access: HCC and IWC have good relationships with schools and neighbouring public sector partners. In scope will be multi-agency access to systems and collaborative working including, but not limited to, the Police, Health Service and voluntary sector. HCC’s call-off will take place simultaneously with the formation of the Framework Agreement. HCC will contract for an initial term of 6 (six) years followed by optional extensions. IWC’s call off is planned to commence after the formation of the Framework Agreement and is currently expected to begin from April 2019. Hampshire County Councils initial call-off term will be for 6 years with the option to extend for a further 3 + 3 + 3. IWC will operate their own call-off contracts and term as per the framework.
