Pre-market engagement exercise ID 1940413 — Special EU Programmes Body (SEUPB) — pre-market engagement exercise for “The Peace Platform”. The Special European Programmes Body (SEUPB) is responsible for the implementation of the EU’s Peace IV (270 000 000 EUR) and Interreg VA (283 000 000 EUR) Programmes. Our role is to help facilitate the positive impact that European Regional Development Funding will have on the lives of people living across Northern Ireland, the Border Region of Ireland and Western Scotland. Part of our remit within the Peace Programme is to ensure that Project activity is captured and that best practice identified and shared. To this end, the SEUPB wishes to engage in a process of pre-market testing to determine if there is a market for the development of a Peace Platform to store information about projects, identify best practice and share knowledge via case studies, etc. The objectives of the pre-market engagement exercise are to: — gain initial supplier awareness, engagement and opinion, — obtain supplier views on key issues relating to the scope and structure of the procurement(s), — understand views on the timescale for mobilisation and deployment of the project, — provide confidence around deliverability of options, — understand the key issues that are likely to encourage, or discourage, suppliers from bidding, — ensure that the Project procurement(s) and contracts are attractive to the market and encourage competition, including to potential new entrants to the market in NI, — gain insight to the market possibilities and potential innovative solutions, — understand risks and issues not previously considered, — inform the Outline Business Case, — inform the Procurement Strategy and — prevent SEUPB from advertising an unachievable project at Official Journal of the European Union (OJEU) stage. The next stage in the process will be considered once this pre-market engagement exercise has been completed.
