Service under social and specific services, in accordance with Directive 2014/24/EU of the European Parliament and of the Council Article 74 under Schedule 3 — Social and other specific services (Health, social and related services), and is subsequently exempt from the rules on the procedures for procurement by contracting authorities with respect to public contracts and design contests. Sunderland City Council on behalf of Together for Children Sunderland Limited (TfC) require a range of providers and a range of accommodation in Sunderland for the provision of supported accommodation and related support services to young people 16-25 years of age who are looked after or who are leaving Sunderland Local Authority Care, or who have been presented as being a homeless vulnerable 16-18 year old. Sunderland City Council on behalf of Together for Children Sunderland Limited (TfC) require a range of providers and a range of accommodation in Sunderland for the provision of supported accommodation and related support services to young people 16-25 years of age who are looked after or who are leaving Sunderland Local Authority Care, or who have been presented as being a homeless vulnerable 16-18 year old. That: — provide a range of high quality supported accommodation provision as a stepping stone in which young people can develop the skills to be able to achieve a successful transition from care to fully independent living, — develop individual packages of support to match the needs of each young person supporting and empowering them appropriately towards achieving independence, — the provider/providers will have experience of delivering high quality supported accommodation provision, — actively promote and support young people’s aspirations via meaningful participation in education/training and employment activities, including liaising with schools/college/training providers as appropriate, — encourage young people to manage their own leisure time in a safe, healthy and positive way, and to make appropriate use of accessible opportunities for recreation and leisure activities, — monitor and promote young people’s health care needs, — ensure that support is flexible and able to adapt to young people’s changing needs and circumstances, including responding to young people in crisis.
