Tender description
This Invitation to Tender (“ITT”) is issued to those whom have expressed their interest (“Tenderers”) within the tender to Peterborough City Council (the “Council”) to provide information, advice and guidance services including homelessness prevention services as described in the Service Specification and Terms and Conditions (the “Contract”) included within the tender box, including their professional advisers and other parties essential to preparing a tender for the Contracts (the “Tender”) and for no other purpose. Peterborough City Council (‘the Council’) is seeking a service provider to lead on the delivery of a homelessness prevention hub which will work with council services to prevent homelessness. The hub will support clients to tackle a broad range of financial issues through the provision of information, advice and guidance services. The core aims of the hub are to support clients to: — prevent homelessness, — secure and sustain accommodation when homeless, — understand their rights if they are homeless or threatened with homelessness, — access additional or specialist support from a range of local providers, — prevent crisis situations from developing or escalating through increased financial capability. The specification included in the tender box sets out the background, aims, objectives and delivery requirements of the service, and will form the basis for a Contract between the Council and the Service Provider. Peterborough City Council (‘the Council’) is seeking to commission a provider to deliver specialist information, advice and guidance (SIAG) services around welfare benefits, debt advice, money management skills and support to tackle any other issues which could lead to a crisis situation. The successful provider to deliver prevention advice services which will lead to greater individual income, help clients to maintain their resilience and (where appropriate) ensure that people can stay in their home for longer. The SIAG will support clients who are or have a higher risk of vulnerability and display one or more of the Protected Characteristics from the Equality Act 2010 (as defined by the Equality and Human Rights Commission).
