Tender description

North of England Commissioning Support (NECS) is a commissioning support service hosted by NHS England and is managing this procurement process for and on behalf of NHS England Midlands and East. NHS England are accountable for the provision of Orthodontic Services and are proposing to commission a Pseudo Dynamic Purchasing System (PDPS) in order to procure future orthodontic services across the Midlands and East of England which will be phased in from February 2019. The PDPS will seek to establish 6 batches through which providers will be invited to tender for future contracts. These 6 batches will be spread across the following 4 geographical areas; West Midlands, Central Midlands, North Midlands and the East. The contracts available within these areas will be confirmed at stage 2 — Call for Competition. NHS England Midlands and East (the “Contracting Authorities”) wishes to procure the provision of Orthodontic Services (the “Services”) across four (4) geographical areas — East Midlands, West Midlands, Central Midlands and North Midlands (the “Areas”). The Contracting Authorities wish to establish an arrangement for the provision of the services which will operate similar to a Dynamic Purchasing System. Such arrangement will be referred to hereinafter as a ‘Pseudo’ Dynamic Purchasing System (PDPS). The PDPS period of validity is 4 years and will commence in December 2018. The PDPS will remain open during the 4-year period; this means that following the initial assessment and establishment of the PDPS providers can apply to be added at any point in time.
