Operation of a refuse site

This contract has been awarded. Management of Barnsley, Doncaster and Rotherham Councils 14 household waste recycling centres across the BDR regions. Barnsley, Doncaster and Rotherham are Unitary Councils and as such have a statutory obligation under section 51 of the Environmental Protection Act 1990 to arrange for places for residents to deposit household waste. Barnsley, Doncaster and Rotherham Councils work together in partnership for management of several of their waste contracts and are known collectively as the BDR Partnership (BDR). Barnsley, Doncaster and Rotherham have almost 350 000 households, which last year between them produced around 340 000 tonnes of waste – almost one tonne per household. Barnsley, Doncaster and Rotherham are Unitary Councils and as such have a statutory obligation under Section 51 of the Environmental Protection Act 1990 to arrange for places for residents to deposit household waste. Barnsley, Doncaster and Rotherham Councils work together in partnership for management of several of their waste contracts and are known collectively as the BDR Partnership (BDR). The chosen supplier will produce efficiency savings to meet the demands of reduced budgets whilst still providing a quality service to their residents and fulfilling their statutory duties. The service and responsibilities of the Provider are as follows: — the site management of the Household Waste Recycling Centres within the requirements of the Environmental Protection Act 1990, the Control of Pollution Act 1974 and the Waste Management Licence issued by the Environment Agency, — to provide a sufficient number and type of waste containers, — to manage and enhance the re-use and recycling activities at the Household Waste Recycling Centres, — to reduce abuse of the sites by preventing the deposit of commercial waste free of charge, — the transport of waste to, and deposition at, delivery points, — manage waste in line with health and safety, duty of care and statutory requirements, — to ensure adequate staffing, to manage sites, maximise re-use and recycling, minimise non-recyclable materials and direct, assist and educate customers in using the Household Waste Recycling Centres correctly, — to operate the Authorities permit and barrier systems, — to procure a Producer Compliance Scheme as detailed in Section 43 of the Waste Electrical and Electronic Equipment Regulations and operate such service to fulfil the Council’s obligations under the WEEE (Waste Electrical and Electronic Equipment Regulations 2006) directive and any subsequent amendments and Contractual arrangements, — provision of quality and management information systems reporting and performance monitoring as required under the contract.
