Tender description
A managed equipment service for a wide range of equipment used in Theatres This prior information notice is to invite potential commercial partners to engage in a dialogue with the Healthcare Partners Ltd (HPL) on behalf of Royal Surrey County Hospital NHS Foundation Trust, to review the options for a managed service for the provision of a range of capital equipment together with a fully supported maintenance, spare parts and repair programme. Background: Royal Surrey County Hospital is a regional cancer centre for Surrey, West Sussex and Hampshire; it is also a tertiary specialist centre for ENT and Maxillofacial surgery. It attracts referrals from across the whole country for other specialties (i.e. urology) and the Minimal Access Therapy Training Unit (key-hole surgery) is one of only 3 such training units in the UK. The current demands on the capital budget across the Trust means that it is increasingly difficult to allocate sufficient funding to ensure that theatres are properly resourced, equipment replaced in a timely manner and importantly remains at the forefront of technology changes. The Trust has 13 Main Theatres, 2 Day Surgery Theatres, an Obstetric Theatre and an HDR theatre. The following types of surgery are carried out, Gynae Oncology, Gynae, Urology, Upper GI surgery, Colorectal, HPB, Trauma and Orthopaedics, ENT, Mac Fax, Ophthalmic, Breast and Obstetrics. There are 5 theatres with laminar flow ventilation systems installed. All theatres have adjoining anaesthetic rooms. The Trust will be seeking suitable and capable suppliers to develop a long term partnership to provide capital equipment to the Trust; the scope of equipment to be covered under a managed service will include anaesthetic machines, operating tables and lights, diathermy machines, tissue ablation systems, lasers (CO2, KTP and Argon), laparoscopic stack systems and microscopes. Other equipment may be included for time to time as demand and changes to surgical procedures develop. The current equipment is a mixture of old and new and this equipment will require replacement/refurbishment in both the short and long term, there is also the opportunity to expand the range of equipment to proof for future growth. The Trust is willing to consider a range of options with regard to the provision of a managed equipment service with a contract length expected to be between 10 and 15 years to allow equipment replacement and refreshment at least once during this time. An expression of interest in this market engagement exercise will not automatically entitle involvement in any future procurement exercise. The subsequent procurement will be advertised separately and all organisations wanting to participate will need to respond to the procurement advertisement when published. Please note that this is not a Selection Questionnaire (SQ), we are using the functionality within the procurement portal to communicate with interested parties. A decision has yet to be taken as to which route to market will be taken for this procurement, it may via framework or via a full OJEU procurement and it is possible our thinking may be shaped as a result of any initial discussions with interested parties.
