Tender description
The Local Authority is mandated to deliver sexual health services for those present in the city which can provide contraception services and screen and treat sexually transmitted infections such as Chlamydia and Syphilis. Kingston upon Hull City Council is seeking suitable qualified providers to deliver a 2 year contract for sexual health services, with a possible option to extend for a further 2 years. Hull City Council is conducting the procurement using the Competitive Procedure with Negotiation (CPN) (Light Touch Regime) in accordance with the requirements of the Public Contracts Regulations 2015 (SI 2015/102) (PCR 2015) for the purpose of procuring the services described in the Specification (Services). The service will be broken down into 2 lots: Lot 1: Integrated Sexual Health Service; Lot 2: Sexual Health Promotion Service. The anticipated service commencement date is 1.4.2019, TUPE will apply. Kingston upon Hull City Council is seeking suitable qualified providers to deliver a 2 year contract for sexual health services, with a possible option to extend for a further 2 years. Hull City Council is conducting the procurement using the Competitive Procedure with Negotiation (CPN) (Light Touch Regime) in accordance with the requirements of the Public Contracts Regulations 2015 (SI 2015/102) (PCR 2015) for the purpose of procuring the services described in the specification (services). This service will provide access to high quality services which assist people in remaining healthy, test and treat sexually transmitted infections and provides access to a range of contraception. The clinical lot will include pharmacy provision and specialist family planning and GUM clinics. Sexual health is fundamental to the physical and emotional health and wellbeing of individuals, couples and families and to the social and economic development of communities. When viewed affirmatively, sexual health encompasses the rights of all to have the knowledge and opportunity to pursue a safe and pleasurable sexual life. However, the ability of men and women to achieve sexual health and wellbeing depends on their access to comprehensive information about sexuality, knowledge about the risks they face, their vulnerability to the adverse consequences of sexual activity, their access to good quality sexual health care, and an environment that affirms and promotes sexual health’ (Developing sexual health programmes: a framework for action, WHO, 2010). The Authority envisages that the staff working on the current service shall transfer to the Service Provider or its subcontractors, under the Transfer of Undertakings (Protection of Employment) Regulations 2006 (SI 2006/246) (TUPE). Kingston upon Hull City Council is seeking suitable qualified providers to deliver a 2 year contract for sexual health services, with a possible option to extend for a further 2 years. Hull City Council is conducting the procurement using the Competitive Procedure with Negotiation (CPN) (Light Touch Regime) in accordance with the requirements of the Public Contracts Regulations 2015 (SI 2015/102) (PCR 2015) for the purpose of procuring the services described in the Specification (Services). The service will ensure there are effective health promotion campaigns locally that promote good sexual health highlighting the risks associated with sexual health. The service will focus on reducing health inequalities. The Authority envisages that the staff working on the current service shall transfer to the Service Provider or its subcontractors, under the Transfer of Undertakings (Protection of Employment) Regulations 2006 (SI 2006/246) (TUPE). Sexual Health needs can vary across the life course. All individuals require age-appropriate education, information and support to help them make informed and responsible decisions.
