The Contracting Authority is considering its response to the Enhanced Local Flexibility for the Unemployed Programme — (OC20S18P1232). The European Social Fund Call is seeking responses from interested applicants who will work within a specified geography to support residents to tackle their barriers to unemployment, resulting in them securing and sustaining work. As such, the Contracting Authority is using this PIN as a call for competition to seek expressions of interest from economic operators, with the relevant experience and ability, to work with us, at risk, to co-design, develop and deliver the Enhanced Local Flexibility for the Unemployed Programme for provision in the Kirklees district (the “Service”), which if successful will be part funded through European Social Fund. Enhanced Local Flexibility for the Unemployed Programme for provision in the Kirklees will be developed via collaboration with economic operators who submit an EOI in response to this PIN. It is expected that the interested parties will work with the Contracting Authority, at risk, to co-design and develop the intervention and support service, to improve access to employment opportunities for vulnerable people which will then lead to them securing and sustaining work. Due to the anticipated value of the service, it is envisaged the contract will be awarded by a process akin to the competitive procedure with negotiation without further publication of a call for competition. Expressions of interest will be advertised and managed through the regional procurement portal, which is available at the address set out in Section I.1 of this Notice (www.yortender.co.uk). Delivery Partners must be able to offer specific and tailored services to tackle barriers impacting on participants’ ability to find and sustain employment inline with the call specification. A Delivery Partner is an organisation with responsibility for delivering elements of the Project’s activity for a share of the Project’s outputs and results. They may provide match funding but they cannot make a profit from the European Structural and Investment Funds they receive. They will also follow all European Structural and Investment Funds audit and compliance requirements which the lead partner will verify; this includes checking invoices, timesheets, outputs and results evidence. Delivery Partners receive European Structural and Investment Funds via the lead partner (i.e. the successful economic operators). Delivery Partners can come from the public, voluntary or private sector. Sometimes the lead partner will assemble a number of partners to form a consortium. However, there will always be one lead partner who will sign the Funding Agreement with the Contracting Authority and hold ultimate accountability and responsibility for the operation(s). The Contracting Authority is seeking Delivery Partners that can provide match funding at between 30 % and 50 %. The Contracting Authority will be using the 40 % Simplified Cost Methodology. Therefore all match funding must be met through staff costs only. Please see Section 17.8 of the England European Social Fund Operational Programme 2014-20 Programme Guidance for further information on match funding. Interested economic operators for the service must express their interest in this opportunity via YORtender, by downloading the documentation and submitting their Expression of Interest, using the Selection Questionnaire (“SQ”) document, by the deadline detailed at Section IV.2.2) of this Notice. The total estimated payments of the contract (s) are up to a maximum of 3 500 000 GBP over the life of the contract. Subject to the contracting authority bid being successful the project will be part funded through European Social Funding. There will be a requirement that the terms and conditions of the European Social Fund award are met. Payment for delivery partners will be paid based on actual defrayed expenditure using the ESF 40 % simplified cost methodology. Payment for specialist provision may also be on actual defrayed expenditure or on a Payment by Results, this would be determined at the Invitation to Tender stage. The duration of the contract will be up to 36 months with all payments being drawn down 3 years and 6 months after the start date. The contract is expected to commence in January 2020 and expire at the end of December 2023. The exact dates will be determined inline with the bidding process to the Department of Work and Pensions (“DWP”). Enhanced Local Flexibility for the Unemployed Programme for provision in the Kirklees will be developed via collaboration with economic operators who submit an EOI in response to this PIN. There is the potential for some provision to be through a framework of specialist providers. This may be required to support delivery partners to meet the needs of a specific cohort. Specialist providers will not deliver end to end provision. Whilst match funding would be viewed favourably specialist providers do not have to bring forward match funding. Payment arrangements for specialist providers will be determined as part of the further competitive procedure with negotiation.
