Tender description

LHC frameworks have helped more than 700 contracting authorities throughout mainland UK, including SPA partners in SCOTLAND and WPA partners in WALES. We monitor up to 500 active call-off projects at any one time, staying close to our clients – buyers and suppliers – to ensure current projects are delivered on time and budget, and future frameworks will suit their needs.This opportunity is no different, and follows substantive research with current and potential clients throughout mainland UK. (See VI.3 Additional Information for more information about our clients). FS1-C will focus on the provision of BAFE 205 or equivalent certified consultancies who, from within their practice, are able to provide the services usually associated with a fire engineer, fire safety manager and or fire risk assessor. To ensure the framework is open to both national suppliers and local SME’s we have divided the opportunity by region, skill and property type. In addition, there will be 3 super lots comprising of companies awarded to the English, Scottish and Welsh lots. In total there will be 60 lots. Regions: ENGLAND — North England, East Midlands, West Midlands, East England, Home Counties Northeast Home Counties Northwest, Home Counties Southwest, Home Counties South-East, London, South West England. SCOTLAND — Highlands and Islands, North East Scotland, Eastern Scotland, Central West Scotland, Southern Scotland. WALES — North WALES, Mid WALES, South West WALES, South WALES. Workstreams: Fire engineers and safety managers (fire engineers to advise on all fire safety aspects of client portfolios including but not limited to buildings/environments which are proposed, under construction, existing, under refurbishment, regeneration or being demolished; and fire safety managers to assist in the management of those portfolios based upon the principles of PAS 7 2013 Fire Risk Management System. The implementation and management of the fire risk management system shall be of sufficient standard to enable clients to achieve independent third party certification). Fire risk assessors (to assess simple and complex, residential and commercial buildings/environments in accordance with the principles and methodology of PAS 79:2012 Fire Risk Assessment. Guidance and a recommended methodology. Bidders must be able to offer online visibility and control, to include an online database that clients can access and assist in the management of their fire risk assessments. FRAs further divided into Domestic (predominately purpose built flats) and Non-domestic (predominantly public access). LHC, SPA and WPA clients have diverse property portfolios and the types of properties typically managed are: Domestic: — single occupier and multiple occupier dwellings, — houses and flats, — common areas of residential blocks, — low, medium and high-rise, — residential homes including those with vulnerable persons, — common areas, other areas such as garages and loft spaces. Non-domestic: — managed residential blocks, — care homes and sheltered accommodation, — commercial offices buildings, central or local housing team offices, halls and day care centres, — municipal buildings such as libraries, sports hall, museums, etc., — other public building such as conference centres and other commercial buildings, — educational buildings such as universities, schools and colleges, — research establishments, — hospitals/hospital-related properties, including health centres and GP surgeries, — blue light buildings. LHC considers that this framework may be suitable for economic operators that are small or medium enterprises (SMEs). However, the selection is based solely on the criteria set out in the ITT documentation and information and evidence submitted, and the framework will be concluded on the basis of the most economically advantageous tender.
