Why the Work is Being Done To inform the delivery of a fully digital export licensing system for UK cultural goods. The Discovery project will result in a report on key user needs, technical barriers and some prototyping. The report will provide recommendations on how the most appropriate product can be achieved, options to consider and an outline specification for the procurement of a fully digital export licensing system. The project must be completed no later than March 29nd 2019. Problem to Be Solved We wish to provide an efficient and improved digital service to exporters of cultural goods. Currently, the systems and processes that underpin the issuing, assessment and reporting of licensing are highly manual and do not allow for applications, managing and reporting in the most efficient manner or to interact with key external stakeholders in the most effective way. Who Are the Users As export license applicants and as Arts Council of England and other key stakeholders, we need to have access to a fully digital export licensing system for cultural goods so that we can have an improved service for users and an effective end to end electronic process for application, management and issuing of licenses and reporting. Early Market Engagement Work Already Done Existing Team The supplier will be expected to work with and report to: - 0.1 FTE Director (ACE) acting as contract manager] The existing Export Licensing Unit (‘ELU’) is part of the Collections and Cultural Property Team at Arts Council England and has a staff complement of 5.6,FTE with additional guidance provided by 0.3 of a Senior Policy Adviser and oversight provided by 0.1 of a Director. The supplier will work with a Project Board including representative(s) from ACE, DCMS (on whose behalf ACE delivers their statutory responsibility for export controls) and other colleagues as appropriate. Current Phase Discovery Work Location Arts Council England envisage that work will be completed remotely and at various locations in London including the Arts Council’s offices at 21 Bloomsbury Street, London, WC1B 3HF. Working Arrangments Within London for meetings with stakeholders and you can work remotely on agreement with the Arts Council of England. The supplier would be expected to work 5 days a week for the duration of the contract. Suppliers will be expected to provide milestone information as part of the "estimated timeframes" section of their full proposal submissions Security Clearance Security Check (SC) minimum. Additional T&Cs Skills & Experience Experience in delivering evidence-based research to inform a user-centred design, focused on user needs, end-to-end user journeys, motivations and goals; Experience of designing and developing services that meet identified user needs and business objectives; Experience of prototyping, testing and iterating with users; Demonstrate experience of working in public sector teams, particularly those with no/limited experience of Agile, in Discovery and iterative development; Experience of user research with small, medium, large companies and complex organisations, in the UK and overseas; Proven experience in using robust metrics, analytics, and user feedback to audit and define key content and services; Experience or understanding of working to Government Digital Standards (GDS), including GDS Service Design Manual; the Digital Service Standard Assessment; Technology Code of Practice; and wider industry standards; Experience of leading Discovery phases within the public sector; Experience of delivering the expected outcomes for the Discovery phases; Nice to Haves Experience of working with large and small historic organisations that place a high premium on discretion; Experience of designing services for users that may demonstrate aversion to change; Demonstrable evidence where innovative solutions have been applied to assist in project delivery; Experience of working with both central government and arms-length bodies; An understanding of the policy and approach the government and the data community are taking with data and open data and of the benefits this provides; Experience of taking a service through the GDS Service Assessment; Experience of delivering the expected outcomes for Alpha and Beta phases.
