Summary of the work •Ensure ongoing improvements in Delivery Management and risk/issue management across the programme. •Mentor/coach/direct lead DMs. •Ongoing tracking of programme expenditure against budget. •Manage vendors by monitoring outcomes, providing informal feedback, scheduling/chairing formal reviews and ensuring best value for money. •Creating new statements of work, ensuring programme delivery remains on track. Specialist role Delivery manager Expected Contract Length 5 months with option to extend for a further 5 months. Latest start date Monday 10 December 2018 Who Speclialist Work With This is a client-side role, being fully part of the NHS.UK Senior Leadership Team. Work with all delivery teams in the programme, linking in with the wider Delivery Management community across the organisation. What Specialists Work On Lead the Delivery Management across the NHS.UK Programme (currently 17 squads) Skills & Experience • Minimum 5 years experience managing complex Government Digital Service projects and programmes (10%) • Experience of client-side digital delivery management in the health sector (10%) • Proven ability delivering large scale agile projects with experience of organisational design and change management (10%) • Experience in setting up an agile delivery environment for multidisciplinary teams (5%) • Proven ability to challenge and remove any unnecessary barriers to service delivery (5%) • Understanding of user centred service design practices, Government Digital Service Standards and the assessment process (5%) • Experience in leading a collaborative, dynamic planning process - prioritising the work that needs to be done against the capacity and capability of multidisciplinary teams (5%) • Able to be articulate and credible at a senior level, delivering accurate reporting as to the current state of play with regard to the delivery of the service (5%) • Experience in monitoring, managing and reporting finances on multi-million Pound projects (5%) • Experience in supporting procurement and commercial management functions to source required outcomes (5%) • Strong negotiation skills and the ability to influence external partners, suppliers, stakeholders and customers to secure mutually beneficial outcomes (5%) Nice to Haves Experience of using Jira in complex programmes Work Location Leeds - Bridgewater Place (50%) London - Skipton House, Elephant and Castle (50%) Working Arrangments 5 days a week in the office under normal circumstances. How much work do you expect could be completed remotely if the candidate was available online for calls and meetings? The Buyer would expect the supplier/candidate to be in the office five days a week under normal circumstances. Only very occasional working from home/remote working with prior agreement will be permitted. 14. How does this opportunity relate to the recently advertised ETP Portfolio Delivery Manager Role? Is it a complimentary or a substitute requirement? This role does not relate to the ETP Portfolio Delivery Manager. 15. Our candidate's preferred location is London, how frequently will the candidate need to be based in Leeds per week? This is a multi-location role in Leeds - Bridgewater Place (50%) and London - Skipton House, Elephant and Castle (50%). 16. What is the expected timescales i.e feedback on applications, dates for interviews etc.? Interview dates will be notified to the shortlisted suppliers following tender evaluation. Feedback will be provided once the Authority has identified the winning supplier. 17. Is this a new post, or is someone currently in the post and are you looking to extend them? Yes there is an incumbent supplier and it would up to them to decide if they wish to submit a response or not. All responses will be evaluated according to the evaluation criteria published. 18. Is previous NHS Digital experience be an advantage over generic healthcare experience when assessing the applications? All responses will be evaluated according to the evaluation criteria published. 19. Although you have left the daily rate blank and we assume it is for suppliers to propose based on the % weighting, please can you give an indication on rate expectations for the position to ensure that we submit our strongest candidate. We do not want to submit the candidate with the most relevant experience if the rate will not be workable. Please can you advise on this? If so, is there an email address you can provide? No CV is required at this stage. 21. It seems like you are looking for a Programme Manager as the role will be working across 17 squads. What level of seniority do you expect the candidate to be? This role is for a Delivery Manager managing a team of other delivery managers across NHS.UK, not a Programme Manager. 22. No Budget guidance has been provided, but is it true that this is a senior/Principal consultant level role? This role is for a Delivery Manager. 23. Are the expenses covered such as hotel stay etc (for stays in Leeds) and travel? Expenses are not payable as this is a multi-location Contract (50% Leeds/50%London). 24.
