Summary of the work Cloud based Critical Audit Solution with potential to integrate to Trust systems Expected Contract Length 2 Latest start date Monday 21 January 2019 Budget Range £40,000 one off fee for the system and up to £4000 per year for maintenance including any upgrades as required for the lifetime of the product usage Why the Work is Being Done As part of the NIAS Transformation and Modernisation Programme a strategic aim is to build an e-health environment and culture within NIAS. NIAS intends to move critical audit processes away from paper based publications to a mobile, tablet based solution to significantly enhance NIAS audit capability, associated reporting and management of improvement actions. The provision of an audit solution will enable NIAS to effective manage numerous audits across the service and derive maximum benefits from quick and simple collating, reporting and follow up actions all tracked within an electronic environment. Problem to Be Solved Currently NIAS relies on an audit/ checklist system where data is recorded on paper and transcribed to spread sheets for collation or importing to separate databases. In many cases it is retained on paper. This makes collating, summarising data to reports and disseminating a labour intensive task, which is inadequate mainly, but not exclusively, due to: Corporate Oversight Labour Cost Time Delays Quality Poor Version control Environmental Culture Audit Management Who Are the Users As a Clinical Support Officer, I need to audit Clinical performance , so that patient experience is improved. As a Station Supervisor , I need to audit Vehicle and station cleaning , in order to effectively manage and monitor cleaning standards , to prevent spread of infection , thereby reducing the risk to patients and staff. As a Manager , I need to know that action plans are identified and enacted to improve both clinical and non clinical service delivery and standard of service Early Market Engagement Proof of Concept exercise to make sure that the Trust are engaged with electronic systems / operational capacity Work Already Done Proof of Concept , Refining need, established standards and elements of audits, refinement of hierarchies and reporting needs action plans, defining responsible parties. Substantial progress has been made in respect of Data , Templates and capturing / transferring existing data and NIAS consider it essential that this work is not lost nor repeated Existing Team The Team is : Divisional Managers, Clinical Support Officers, Station Officers, Staff Supervisors, Operational Staff, RISK Manager, ICT Manager, Fleet Manager, Head of Estates , IPC lead Current Phase Beta Skills & Experience • Have an existing product • Understanding of NIAS HSCT • Systems Integrations • Experience of having worked with other Ambulance Services in the IPC agenda • Experience of IPC Audit • Understanding of Regulatory Requirements Nice to Haves Provide evidence of delivering at scale. Work Location Predominantly : Belfast Possibility of attending workshops in our other regional divisional HQ locations , namely : Ballymena, Craigavon , Londonderry, Bangor Working Arrangments At inception , 1-2 days on site. It is envisaged that modern communication methods will be utilised to minimise unnecessary or excessive travel. e.g. video and / or teleconferencing, Security Clearance No Security Clearance Requirements, however clinical data security is paramount No. of Suppliers to Evaluate 3 Proposal Criteria • Cloud based Critical Audit Solution (inc.
