Tender description

As part of the Mayor’s Healthy Streets initiative, TfL are looking to form a specialist group of Healthy Streets Officers who will promote the Healthy Streets initiatives in each borough. If you are interested in this opportunity, please express your interest via ProContract: procontract.due-north.com/ The deadline for the submission of expressions of interest is 21.1.2019 at 12:00 p.m. GMT. It is TfL's intention to invite suppliers that have expressed an interest to a bidder day which is currently planned to take place during the w/c 4.2.2019. The purpose of this will be to provide a more detailed explanation of the requirement. Please note: the issue of this PIN does not constitute an offer and does not guarantee the award of a contract. The contract is due to commence on 31.5.2019. Due to the unique nature of this requirement, a pilot programme is due to be rolled out in one Borough until mid June 2019. A full roll-out across borough is then planned to take place at the end of July 2019. This contract lies within the Customer Marketing and Behaviour Change team (CMBC). The aim of the CMBC team is to ensure that there is joined up development and outcomes focused delivery of all customer facing communications, and the design, production and delivery of all marketing and behaviour change communications outputs for TfL. The department is split into portfolios with a team delivering projects for each. These include road danger reduction and education, active travel, air quality buses and personal safety, PT mode shift and fares, rail improvements, TDM, safety and behaviours and air quality, buses and personal safety. This tender sits across the active travel and road danger reduction portfolios. TfL has a business objective of ensuring 80 % of all Londoners trips are to be made on foot, by bike or by public transport by 2041. To help achieve this and as part of the Mayor’s Healthy Streets initiative, TfL are looking to fund healthy streets officers to promote healthy street initiatives in each borough. These officers will be responsible for carrying out activities that lie within three broad categories: STARS, local initiatives and national events and cover activities including but not limited to: — rolling out STARS (sustainable travel: active responsible safe) and accelerating the accreditation of Gold schools. STARS is TfL’s award-winning schools travel plan scheme that helps schools put their school travel plans into action and create a culture of change to promote sustainable travel on the journey to school. They are awarded different levels of accreditation (Bronze, Silver and Gold) depending on how advanced their travel plan is. We need to increase Gold accreditation by a cumulative 87 schools per year until 2024, — engaging in developing local initiatives. Activities are likely to include: engaging with all higher/further education institutions in London boroughs to help establish sustainable travel initiatives such as 2 fewer journeys and active travel, identifying educational institutes and businesses with greatest potential for modeshift (i.e. moving people away from unsustainable forms of travel), and account management of the borough officers to ensure their needs and requirements are being relayed to TfL, — supporting borough and TfL to engage with schools and businesses to encourage people to participate in the following events: —— walk to work week 9th to 13th May, —— walk to school week — 20th to 25th May, —— car free day — 22nd September, —— national bike week — 9th to 17th June, —— other locally delivered active travel events.
