Summary of the work Analysis of existing alpha prototype tool. Build of new prototype (only if required). Build of Private Beta version of tool. Deployment support and technical handover to Registers Team. Testing to ensure that it meets QA (security/standards) and acceptance criteria for Custodians (users). Expected Contract Length 3 months Latest start date Wednesday 28 March 2018 Budget Range we envisage this work could be done by a team of 2 developers with a budget cap of £80K. Why the Work is Being Done Custodians of all our registers have a critical role in ensuring that data is authoritative and up to date. Currently we rely on them to notify the Registers Team about any changes to the data and this involves further contact for clarification followed by manual intervention to implement changes technically by team members. We require a Ruby development team to support our work in the following areas: * Building of a tool to enable Register Custodians to manage their registers independently. Ensuring that it's fit for purpose to rollout to external users. Problem to Be Solved Rationale: We do have a prototype tool which could allow changes to be made smoothly and seamlessly, directly to each register without team intervention or supervision. As the number of registers grows there's a need for Custodians to become adept at actioning their data updates themselves and develop much greater accountability and sense of ownership over their own data. Having a simple tool will avoid double handling and allow them as the subject matter experts to easily keep their data up to date for users. This will streamline the updating procedure for all registers and allow us to scale-up efficiently. Who Are the Users As a custodian I need access to a simple, intuitive management tool that will allow me to make changes to my data with minimum effort/supervision from the Registers Team. I need to be able to delegate and control different levels of permission to members of my team so that I can trust that any changes will be made accurately with my authority. I will need to be confident that data managed using the tool will be validated and processed in consistent ways, and will allow me to audit and approve changes. Early Market Engagement N/A Work Already Done We've done an Alpha MVP version of the tool and we'll share it with the incoming developers, share our learnings etc but it may need re-writing or rebuilding from scratch. Existing Team The winning supplier will be working with cross-functional colleagues in the GDS Registers team. Current Phase Alpha Skills & Experience • 2+ years Ruby on Rails 5 experience • 2+ years relational database experience - PostgresSQL preferred • 2+ years experience building accessible front-end services • Must have Agile working / devops experience • Cloud-based deployment experience is highly preferable • Must have ability to work independently and move in a fast-paced environment • Must have excellent communication skills • Must have experience in passing on knowledge in a structured way • Must have experience in acting as the technical expert in a team • Must have ability to work using own initiative to deadlines Nice to Haves • Previous experience working in the public sector on government services is desirable • Previous experience working in a multi-disciplinary team with focus on user needs is highly desirable Work Location Government Digital Service Whitechapel Building, Aldgate, London Working Arrangments Onsite full-time 5 days a week - it's essential that the successful team work closely with the Registers Team developers throughout the duration of this project.
