Tender description

The Council is looking to purchase a mixed green organic waste shredder and screener in order to process garden and other green waste into compost. In order to achieve this we require a shredder/grinder capable of processing a minimum of 15 tonnes per hour and a similar capacity screener. The equipment should be capable of processing over 20 000 tonnes of organic matter per annum. The tender is for a medium volume organic waste shredder for use at the Docksway waste disposal site in Newport NP20 2NS, for the purpose of converting municipally collected green waste into compost. The waste input streams consist of a variety of leaves, branches and grass cuttings etc. collected from a dedicated 240 litre bin on a 2 weekly schedule from residents within the City of Newport. There is also a requirement to shred an element of larger wastes collected through the City’s parks and gardens operations and dedicated green waste skips placed on our HWRC area that are collecting a variety of larger diameter branches and shrubs etc. The planned operation will be to feed the shredder using a JCB JS220 Wastemaster tracked excavator with hydraulically raised cab with a JS620 selector grab and following the shredding to use a CAT 930M loading shovel to move shredded materials away from the screener output area. The machine needs to be able to shred organic wastes to a variety of sizes from approximately 20mm to 100 mm to enable a product to be produced that can be processed through a windrow operation into PAS 100 accredited compost. The machine will need to process green waste to achieve 20 000 tonnes of compost output per annum. The machine needs to be able to screen organic wastes to a variety of sizes from 10mm to 40 mm to enable a product to be produced that can be classed as PAS 100 accredited compost. The machine will need to process organic waste to achieve 20 000 tonnes of compost output per annum.
