Tender description

Kingston University is looking for a contractor to provide the following service: 1) Overall Parking Management; 2) Pay and Display Installation and Management. The successful contractor will provide a cost neutral solution, in which the capital costs and the on-going costs of the service are covered by the revenue from the scheme. It is also expected that the service will provide the university with an income, once the capital costs and the on-going costs of the service are covered. The successful contractor will provide safe, secure and accessible car parking for use by authorised students, staff and visitors to the Facilities, and the general public using the university’s car parking out of core hours. They will manage the car parking associated with the Facilities, ensuring that appropriate and valid pay and display tickets and Kingston University issued parking permits are displayed on each vehicle present, and that it is utilised only by authorised students, staff and visitors. They will monitor the use of the car park and notify car park users of unsafe or obstructive parking practices (e.g. the unauthorised use of spaces designated for Disabled Badge Holders) and, in the case of repeated offences, issue formal warning notices. They will also monitor the car park areas associated with the Facilities for damaged, vandalised and abandoned cars and implement appropriate procedures for dealing with these occurrences.
