Tender description
DFID’s Uganda Office will be hosting an Early Market Engagement Event (EME) in relation to this competition opportunity, which will include a presentation and Q&A session regarding the programme and the services required and will provide an opportunity for interested parties to learn more about DFID and the role expected of any appointed supplier. The EME will take place concurrently at locations TBC in Kampala, Uganda and East Kilbride, UK on 1.3.2018 (9:30 to 11:30 UK time). Parties who wish to attend the EME event must: (1) register their organisation and interest in this opportunity against reference number 8203 using the following link: https://supplierportal.dfid.gov.uk/selfservice/ (2) pre-register their chosen representative’s attendance using the Survey Monkey link provided in the “Attachments” section in the Supplier Portal (ref. 8203). The deadline for completing the Survey Monkey registration to attend the EME is 19.2.2018 at 17:00 (UK). This is a Prior Information Notice (PIN) to advertise an early market engagement only. Publication and call for competition will be conducted once the scope of work is fully defined and approved by the UK Government. In 2018, DFID intends to publish a new competition opportunity where we will be seeking to appoint a Management Agent for the Domestic Revenue Mobilisation, Public Investment Management and Transparency Programme (DRUM), with an estimated contract value of up to GBP 9 750 000 (24-month contract term with estimated contract value of between GBP 5 500 000 and GBP 6 500 000 along with the option to extend for up to a maximum of 12 months). The service provider will be responsible for assisting the Uganda Revenue Authority (URA) to implement the Government of Uganda’s Medium Term Revenue Strategy — which is currently being developed and is aimed at making the tax system more effective and to raise more domestic revenues. The work of the service provider will be informed by several pieces of diagnostic work on taxation which are currently underway. The service provider will also work with other partners, including the Ministry of Finance (MOFPED), to assist in developing a more effective public investment management system. The World Bank and the IMF have produced diagnostics and programme statements on PIM in Uganda in the last 2 years laying out detailed focus areas. Work is expected to include, but is not limited to: — support to improve taxpayer compliance in Uganda through taxpayer education, improved audit function of the URA, simplification of taxpayer requirements and improved arrears management, — support to URA and Tax Policy Unit at the Ministry of Finance in analysing taxpayer data to inform policy and practices, — work with URA and HMRC to implement human resources reforms, — working with MOFPED teams on improved prioritisation, standards and planning for a better public investments system (scope of this theme for GoU investments across all Ministries, Departments and quasi-governmental bodies), — working with partners (World Bank, IMF, MofPED, EU, USAID and others) to ensure coordinated and structured support on PIM, including monitoring and evaluation of the DRUM programme and secretariat to the Steering Committee.
