Tender description

TLIF is a c.£75 million programme over three financial years (FY 2017/18; FY 2018/19; FY 2019/20) aiming to improve pupil outcomes and support pupil social mobility. This will be achieved by improving teaching and leadership in priority areas and schools through outcome-focused, evidence-based and innovative professional development provision. The procurement is divided into 3 lots. For Lots 1 and 2, the Authority will expect the provision to achieve one or more of the following outcomes: — improving the quality of teachers and effective teaching in classrooms, — improving the quality of leaders at all levels, — improving the career progression of teachers and leaders, — improving the retention of high-quality teachers and leaders, — a professional development and leadership development offer that meets the needs of schools. For Lot 3, DfE wishes to procure a contract to continue the High Potential Middle Leaders (HPML) primary and secondary programmes. The three key aims of TLIF are to: 1) Stimulate a better provision of teachers' continuing professional development (CPD) and leadership development in priority areas and schools - to improve the availability of high-quality development opportunities for teachers and leaders in these areas; 2) Stimulate demand for provision of high-quality teachers' CPD and leadership development in priority areas and schools - to encourage more teachers and leaders (including those that are hard to reach) to seek development opportunities in these areas; 3) Support the development of a sustainable market - building provider capacity in the areas where it is lacking. DfE wants to improve the evidence base about what makes for successful CPD and leadership development in the most challenging schools and the most challenging areas, in order to share learning, so that the marketplace might become more effective and sustainable in future. Interested Suppliers will be required to complete and submit a Standard Supplier Questionnaire, which will be used for short-listing those that will be invited to submit a full tender. The HPML programmes are intensive two-year leadership training courses aimed at raising levels of pupil achievement in England’s challenging schools by attracting and developing high potential middle leaders from challenging schools, with the aim of improving their skills, and also increasing staff retention. All of the required services are educational and training services, and therefore fall within the ‘light touch regime’ described in Articles 74 to 76 of Directive 2014/24/EU (Regulations 74 to 76 of the Public Contract Regulations 2015).
