Tender description

The Contracting Authority wishes to engage Project Management (the “PM Team”) to act as the employer’s representative to manage the delivery of Project Opera on behalf of the Contracting Authority, for the duration of the project life cycle (which is expected to be approximately 5 years). Background: — as mentioned above, the Contracting Authority has the task of planning and developing key strategic sites in Limerick City and County. — these sites are identified in the Limerick 2030 ‘An Economic and Spatial Plan for Limerick’, which sets out a comprehensive strategy for the economic and physical regeneration of Limerick to 2030. — further background information about the Contracting Authority may be found at: — — www.limerick2030.ie. The Project: The Opera Site measures 1.62 hectares (4 acres) and comprises an existing urban block located on the south side of the River Abbey, adjacent the Hunt Museum and east of Arthur’s Quay Shopping Centre. The site bounds Rutland Street and Patrick Street to the west, Ellen Street to the south, Michael Street to the east and Bank Place to the north. — Fig 1: Site Location: On foot of this, a master-plan has been prepared for the development of the site as a business and employment campus (Fig 1). This is currently being prepared for a planning application, which is to be lodged in January 2018. — Fig 2: Masterplan Proposal: The estimated cost of development is 200 000 000,00 EUR. Funding for the project has been secured from the EIB and CEB. In addition, a government committee is in place to relocate the offices of the Revenue Commissioners from their existing locations in Limerick to a new office accommodating 950 staff on the Opera Site. — The Scope of Service: The Contracting Authority wishes to engage Project Management (the “PM Team”) to act as the employer’s representative to manage the delivery of Project Opera on behalf of the Contracting Authority, for the duration of the project life-cycle (which is expected to be approximately 5 years). The PM Team will provide the following services to the Contracting Authority: 1) Project Management, 2) Procurement, 3) Quantity Surveying / Cost Management, 4) Fire, 5) Disability Access, 6) Civil / Structural Engineering, 7) Mechanical / Electrical Engineering, 8) Architecture / Conservation, 9) Planning, 10) Sustainability / LEED standard. The PM Team will be responsible for advising on and implementing both the regulatory / permitting strategy for the Project and the construction contract strategy, supported by the other consultants. The PM Team will be responsible for the tendering and provision of project management services for the initial works package that will consist of site clearance and the construction of the basement in preparation for the remaining phases. The Contracting Authority will appoint separate design teams for each parcel in accordance with a separate procurement process and the design team will report to the PM Team. The design team will include a range of services including Architectural and Engineering (civil, structural, mechanical and electrical). The PM Team will be responsible for the procurement of each design team and the management of the overall development of the Opera Site.
