Summary of the work ISS require SMEs with the relevant knowledge and experience to manage defence applications to ensure they function on MODNET as required. All peripherals need to be tested and drivers updated. This activity is required both in preparation for the rollout of MODNET and also after migration, as defects are found. Expected Contract Length 6 Months with an option to extend by 6 Months Latest start date Tuesday 2 January 2018 Budget Range Budget for the duration of the contract (Including T&S) (Ex VAT): £196,367.00 Limit of Liability for T&S (EX VAT): £8,333.00 Why the Work is Being Done Defence currently uses over 1000 IT applications, and 100 of related peripherals, spread across Official/Secret systems. To minimise risk to ISS and MOD the following outcomes and benefits have been identified: (1) Application and Peripheral Management – deliver the required strategies, plans, engagement plans and developer guides to allow Application owners across Defence to prepare their applications for MODNET. (2) Delivery of MODNET Secret – Resolve each application in preparation for Secret rollout, take ownership of defect remediation. (3) Delivery of MODNET overseas – resolve overseas nuances with a range of applications and take ownership of the defect remediation. Problem to Be Solved To Deliver NSoIT to Performance, Time and Cost estimates in a sustainable manner and with minimum disruption to Defence business and outputs. Who Are the Users Cross Defence. To have an IT System that provides the necessary applications which will allow them to support business and operational needs. Work Already Done Some outcomes are already under development across ISS but others have yet to be addressed. Existing Team The existing team comprises of Contractor staff. Current Phase Live Skills & Experience • (1) Deep understanding and experience in managing and documenting the end to end testing and release of various IT applications (25%) • (2) Deep understanding/experience of preparing strategies, plans and engagement plans and the management and discharge of these to ensure all obligations for application remediation are met in required timelines. (40%) • (3) Deep understanding and experience of producing application developer guides and supporting material to assist Application owners across Defence to prepare their applications for MODNET and evergreening. (25%) Nice to Haves (1) Recent experience within a complex ICT Service Management Framework, including the execution of projects/tasks through the effective and efficient engagement in cross-domain processes and Ways of Working. (10%) Work Location Tasks will be managed out of MoD Corsham and this will require regular attendance at that site but delivery is expected to require attendance across a wide range of MoD and Supplier sites. Is there currently, or has there recently been, an incumbent carrying out similar work for the Authority? There are elements of this requirement that are currently covered by a couple of incumbents although these contracts are terminating in December 2017. The requirements within this tender are new so we are seeking to place a new contract 2. Given that the owners of applications are separate organisations to the tenderers for this task, what does the Authority mean by the phrase "take ownership of defect remediation"? It is the responsibility of the MODNET project to ensure the applications are remediated to meet its schedule. Application owners will complete the work, but this task will have responsibility for ensuring it meets plans and taking action when issues occur (this may be escalation, offering alternative solutions, adjusting MODNET plans to fit etc). 3. Is overseas travel required to resolve the overseas nuances and, if so, is the quoted T&S budget considered sufficient? No overseas travel is envisaged. 4. Is the quoted T&S Limit of Liability just for the initial 6 months or is it expected to cover the 6 months extension as well? The T&S Limit of Liability is just for the initial 6 months. 5. Is the quoted budget to cover the initial 6 months or is it expected to cover the initial 6 months plus the 6 month option? The quoted budget is just for the initial 6 months. 6. How many applications are likely to require defect remediation activity in a 6 month period? 76 applications will require remediation in the initial 6 month period and 45 within the follow on 6 month period. Any peripherals associated with the applications are in addition to the numbers above. The actual remediation work will be carried out by other contractors, it is the planning and managing of the remediation work we require assistance with. 7. How many applications are likely to require resolving in the initial and option 6 month periods? 76 applications will require remediation in the initial 6 month period and 45 within the follow on 6 month period. Any peripherals associated with the applications are in addition to the numbers above. The actual remediation work will be carried out by other contractors, it is the planning and managing of the remediation work we require assistance with.
