Brighton and Hove City Council (the Council) and NHS Brighton and Hove Clinical Commissioning Group (the CCG), jointly referred to as "the Commissioners", are looking to secure provision of a minimum of 50 nursing home beds on a single site within the boundaries of Brighton and Hove before the end of the calendar year 2020. This nursing environment will be able to meet the needs of our service users with a variety of provision, covering areas such as dementia, acquired brain injuries, physical disabilities and continuing health care needs. The service will also need to accommodate bariatric patients. We are looking to enter into discussions regarding the development of an environment that can meet this variety of needs appropriately in one location, working within best practice guidelines. The service must offer a selection of short term and long term beds, with the final mix of provision to be agreed between the Commissioners and the provider. The successful organisation will be committed to working with the Commissioners to shape and develop the service by entering into discussions on how best these beds will be commissioned with a set number being considered under a block contract arrangement. The service provider must ensure that they deliver services in accordance with best practice in health and social care and will comply in all respect with the standards and recommendations contained in: — care quality commission registration requirements, — national institute of health and clinical excellence guidance, — national service frameworks and national strategies, — national patient safety agency alerts and guidance, — clinical negligence for Trusts/National Health Service Litigation Authority Scheme requirements and such other quality standards agreed between the provider and the Commissioners. The Commissioners are seeking expressions of interest from providers who can evidence their ability to provide a minimum of 50 units at a single location, with the service commencing by the end of 2020. Providers must submit an expression of interest via email to william.mcconchie@brighton-hove.gov.uk before 23:59 on Tuesday 8.1.2019. This expression of interest must consist of the following information: — name of organisation and contact details, — a statement evidencing a strong track record of delivering residential nursing care (maximum 500 words), — an overview of the proposed provision, including a high level timeline and information on the building (maximum 1 000 words). The contract will be for an anticipated initial period of a 5 years, with an extension provision of up to further 5 years, subject to discussions with the successful provider. Appropriate break clauses will be included in the contract. The contract will be awarded under the light touch regime, using the principles of the competitive procedure with negotiation model. The contract will be awarded without further call for competition. Award criteria will be based on quality and price and awarded to the bidder submitting the most economically advantageous tender. It is anticipated that the tender process will begin in February 2019, with contract award later in 2019. The CCG are a named Contracting Authority on this notice and may be party to the contract following conclusion of the process and award.
