Tender description
The East Riding of Yorkshire Council are looking for providers to be appointed onto a framework for the provision of home care. The framework is to meet needs of adult residents who have been assessed as requiring home care. There are 3 lots: — lot 1 — generic home care, — lot 2 — short term home care and home care for those with complex needs, — lot 3 — urgent weekend commissioned home care. The ERYC is divided into 6 care management zones, areas within each care management zone have been allocated into zones to enable separate pricing. This framework is being procured under the Light Touch Regime, subject to limited regulation and will be conducted in accordance with regulations 74 to 76 PCR2015. The initial deadline for applications is 7.1.2019. This framework will be open for its duration to allow for new suppliers in the market to bid to be a part of the framework agreement. Framework suppliers can submit additional applications at any time to apply for new lot(s). Lot 1 is generic home care. A full description is included in the specification, but includes a full range of tasks that would be expected to be undertaken in the provision of home care to adults. Lot 2 is short term home care and home care for those with complex needs. Short term home care includes reablement, intermediate care and end of life care packages. Complex care needs includes high level dementia needs, medication mixes that require special management, where additional specialist training is essential. Further details are provided in the specification of the generic description and the additional aspects that apply for this lot. Lot 3 is urgent weekend commissioned home care provision. This relates to enabling the placing of urgent care packages for services users, especially those being discharged from hospital at the weekend who may require generic, intermediate care, or end of life care urgent care packages. This lot is to allow residents of the East Riding to return home from hospital in a timely manner, without having to be placed in temporary residential care or remaining in hospital. Providers will need to offer a rapid response service, which will be able to take up care packages at short notice over the weekend and across the whole designated area.
