Neath Port Talbot County Borough Council invites tenders for the delivery of a housing related support service within a temporary supported accommodation setting for homeless vulnerable young people aged 16-25 years with a range of support needs, from low to complex and/or challenging. The service will be supporting people programme grant funded and will be required to comply with Welsh Government Funding Conditions, supporting people programme guidance (Wales) 2013, supporting people outcomes framework and will have a strong emphasis on the following supporting people principles: — prevent homelessness, — promote health and wellbeing, — tackle poverty, — reduce social exclusion and isolation, — prevent institutionalisation and — reduce crime and disorder. The service will aim to help offer a stable, consistent environment for a period of 6 to 24 months, so that the young person is encouraged to build their independence skills and make clear, appropriate choices for their future. The service will be supporting people programme grant funded and will be required to comply with Welsh Government Funding Conditions, supporting people programme guidance (Wales) 2013, the supporting people outcomes framework and will have a strong emphasis on the following supporting people principle: — prevent homelessness, — promote health and wellbeing, — tackle poverty, — reduce social exclusion and isolation, — prevent institutionalisation and — reduce crime and disorder. The service will aim to help offer a stable, consistent environment for a period of 6 to 24 months, so that the young person is encouraged to build their independence skills and make clear, appropriate choices for their future. Young people referred to the Service will have a range of support needs including (and not limited to): — homeless or threatened with homeless, — Experienced Adverse Childhood Experiences (ACEs), — former care leavers, — offending issues, — an alcohol or substance misuse issues, — mental health needs, — experienced, or at risk of, sexual exploitation. The service will be expected to deliver on the following supporting people outcome areas which form part of the outcomes framework which: — promote personal and community safety, — promote independence and control, — promote economic progress and financial control, — promote health and wellbeing.
