The Council is looking to engage with providers who may be interested in an opportunity to take on a role as managing agent for the market kitchen facility in the town. Although the scope of the requirements are still in development the Council expects that this would include as a minimum: — full operation of the market kitchen facility in line with a defined contract, — management of market kitchen operators inclusive of appointment of businesses to operate in market kitchen and provide a supportive environment enabling those businesses to reach their full potential, — full management of the shared dining area including cleanliness, security, hygiene and health and safety, — marketing and promotion of the facility in line with the wider marketing aspirations of Barnsley Town Centre. The purpose of the pre procurement market engagement is to: — gauge the appetite of providers for a contract of this type, — raise awareness amongst the provider market of the details of this opportunity and the potential timeline for the project, — seek the high level market view of this opportunity from a commercial perspective and the market view of what has and hasn’t worked well elsewhere in order to address similar need, — help to determine the most appropriate course of action for the commissioners, — give providers the opportunity to start building the resources and the strategic relationships required to bid successfully for the project, — engage with the provider market prior to any procurement activity. The Council is keen to understand from potential providers how you can help us realise our vision for market kitchen. We are specifically seeking the following information from potential providers: — details of your offer, — overview of experiences of operating within this commercial environment, — obtain an understanding of the business model that you would apply to market kitchen, — understand how through working in partnership with the council you can help to realise the wider redevelopment vision for town centre, — potential timescales around the implementation of your proposed models, — support our wider aspirations in terms of local sourcing, food strategy, etc. — how the offer would bring new ideas and options to the people of Barnsley.
