Tender description
The Council is assessing the best way to provide access to bicycles on short term loan to primary school children within Glasgow. The main aim of this service is to promote and support cycling locally and make both our schools and communities more cycle friendly. Glasgow City Council is conducting a Soft Market Testing exercise to assist the Council in ascertaining the best way to provide a School Bike Library service and develop the procurement strategy. The aim of the “School Bike Library Pilot Project” is to provide free access to bicycles for Primary 5, 6 and 7 school children within the Glasgow boundary. Eligible children that wish to take a bicycle on loan will be required to become a member of the Bike Library Pilot Project. It is proposed that the bicycle shall be made available for members to take home for a period of up to 90 days. The service provider will be required to: — provide all the bicycles, helmets and accessories, which shall remain the property of the council, — distribute the cycle fleet for to up to 14 primary schools on a quarterly basis with up to 30 bicycles available per school, — service the bicycle fleet following return from the proposed 90 day hire period, — storage of bicycles, when not on loan, — maintain a full service history of the bicycles. The council expects this pilot to run for a period of 3 years.
