Tender description

Large Welding Chamber for Titanium Castings: The Titanium Division of the Advanced Manufacturing Research Centre's Castings Group's acquired the capability to produce titanium castings of up to 1 000 kg Gross weight with a maximum physical envelope of Ø2 M x 2,5 M and now wish to procure a rigid, constructed welding chamber to facilitate the welding of titanium castings in an argon gas atmosphere. To be of sufficient size to accommodate the aforementioned envelope. The University sought to contract with a supplier who could offer an innovative and competitive solution in the development of such a facility. This exercise was conducted as a competitive procedure with negotiation in accordance with the PCR 2015. Suppliers were invited to participate at the first stage of this procurement exercise. A brief summary of the key processes to be adopted is shown below: Stage 1 — “Invitation to Participate” (ITP) — Qualification Stage. Capability and Capacity: Suppliers wishing to participate in this exercise should complete the Standard Selection Questionnaire (“SSQ”) and submit this prior to the published deadline. An assessment of Suppliers shall be conducted, to ensure sufficient capability and capacity to meet the needs of this procurement exercise prior to the issue of invitations to submit an Initial Tender. The University will assess the information provided in the SSQ based on the Minimum Qualifying Criteria (set out in Annex A of the Stage One documentation). The University shall inform the selected Suppliers of the outcome and will provide feedback in writing to those deselected Suppliers. Those Suppliers meeting the minimum qualifying criteria will be invited to submit an initial tender, which shall be the subject of negotiations.The University reserves the right to restrict the limit the number of suitable candidates invited to participate in the procedure to a minimum of 3 and no greater than 5. Stage 2 — “Initial Tender” response: Indicative tender documents shall be issued to qualifying Suppliers detailing the University’s minimum requirements. All stage submissions shall be evaluated against the published award criteria employed for this and subsequent tender stages, as may be required. The University shall evaluate initial tender submissions to select those Suppliers to invite to participate in the negotiation stage(s) for this exercise. The University shall inform the selected Suppliers of the scores awarded to their initial tenders and will provide feedback in writing to those deselected Suppliers and invite shortlisted Bidders to participate in the negotiation stage of this exercise. The University reserves the right to award contract(s) on the basis on the initial tenders only, without further negotiation if there is a clear winning bid (by at least 15 % of the weighted score). If the University does not exercise this right, the University shall consider the solutions submitted by each Bidder in the course of this stage of the competition and invite a minimum of 3 Suppliers to participate in the negotiation, based on the scores of their initial tenders. Stage 3 — Negotiation Stage: The University shall meet with each Supplier at its absolute discretion, to negotiate the Initial tender and all subsequent proposals except the Final Tender submission (IFIT). In each meeting with the University, the Supplier shall demonstrate to the University how the Supplier’s solution meets the University’s requirements and shall comply with any other reasonable and proportionate requests of the University. The Supplier and the University may discuss all aspects of the requirements and the solutions. Invitation to Submit a Final Tender (ISFT): Final tenders shall be verified to ensure that they comply with the minimum requirements and any other conditions and criteria set out in the ISFT and be assessed against the published award criteria in order to identify the Supplier representing the most economically advantageous solution. Contract Award Recommendation Stage: Subject to the University undertaking and making a formal decision to award the Contract, the Bidder will be notified accordingly, and will be identified as the winning Bidder. Unsuccessful Bidders will be notified at the same time and the award of contact will be subject to a ten day standstill period prior to entering into a formal contract award stage. Formal Award Stage: Subject to completion of the standstill period without challenge, the University shall enter into a formal contract for this provision.
