Tender description

Thanet District Council is seeking to appoint Technical Advisors for the delivery of Phases 2 & 3 of its Affordable Homes Programme. These contracts shall be delivered Design and Build. The terms of these appointments shall be as per the JCT Consultancy Agreement 2016. This procurement is available in lots as follows: Lot 1: Technical Advisor, Phase 2 (3 sites, 14 dwellings, Construction Value c.£2.5m). Lot 2: Technical Advisor, Phase 3 (3 sites, 26 dwellings incl. 3no. blocks flats, Construction Value c.£4.5m). Suppliers may bid for both Lots, identifying clearly within the Response document whether or not both appointments can be resourced simultaneously. The specific requirements for the above are as follows: All dwellings within this programme are to be a mixture of houses and flats on brownfield parcels of land in established residential areas. These shall be built to Homes England Requirements and shall be retained within the Council’s Housing Stock by the Employer and let promptly after Completion. Social landlord duties apply. Phases 2 & 3 are to be delivered Design and Build under two sealed JCT Design and Build Contracts (2016). First stage construction activities are required to be underway in March 2019 therefore there will be overlap between design and construction periods. Applicants must hold relevant qualifications. Key dates: Lot1: Phase 2 Technical Advisor Target Contract date: 14 December 2018 Resource required: December 2018 onwards (tbc) Duration of contract: 30 months inclusive of 12 months defects period. Lot 2: Phase 3 Technical Advisor Target Contract date: 14 December 2018 Resource required: December 2018 onwards (tbc) Duration of contract: 36 months inclusive of 12 months defects period. Contract Durations shall be confirmed prior to appointment and shall apply unless terminated in accordance with the Conditions of the Contract. The procurement process will be undertaken on the basis of an open Invitation to Quote. All Quotations will be accepted subject to the Quotes providing suitable responses to grounds for Mandatory and Discretionary Rejection and that minimum standards are met as set out in the Invitation to Quote document. Evaluation will be on the basis of criteria as set out in the Invitation to Quote document. IMPORTANT INFORMATION: Suppliers should in first instance register themselves on the Kent Business Portal by following registration instructions. All procurement documents are attached to this notice and available for suppliers to download and complete according to instructions contained. Completed quote documents must be submitted electronically via the Kent Business Portal by no later than 14.00 hrs on Wednesday 12 December 2018. Any clarifications or questions must be submitted via the discussions area of the Kent Business Portal by no later than 14.00 hrs on Wednesday 5 December 2018.
