The 3 Councils are seeking to engage with the market regarding an opportunity to develop their financial management systems. In this era of reduced Government funding tight controls are needed over budgets and spending. With Councils experiencing financial difficulty, financial scrutiny is of paramount importance within the Local Government sector. This requires a transparent, efficient, effective and user-friendly financial management system to improve the financial management skills of non-financial officers. Responsibility for budgets falls with service managers who need the tools that will enable them to scrutinise and manage their budgets effectively, at the touch of a button. The Councils have agreed to run a Competitive Process with negotiation in accordance with Regulation 26 (4) (b) of the Public Contract Regulations 2015. A briefing paper to support the planned market engagement sessions is available from Clare Ellis at the email address already provided. The Council is offering one hour slots on a first come, first served basis at the early market engagement days on 8th January at Newark and Sherwood District Council and 10th January (am only) at Melton Borough Council offices. Interested parties should contact Clare Ellis to arrange a time on one of those days. Bidders who are not able to attend one of the early market engagement sessions may still submit their response to the briefing document via email. Non participation in the early market engagement process will not exclude bidders from participating in the resultant procurement process.
