Tender description

Devon and Cornwall Police (DCP) wish to procure a Records Management System (RMS) to manage information across all key frontline policing functions, namely crime and case management, custody, intelligence and investigation. The RMS is necessary to meet operational and technical priorities. It is also: — a fundamental element for building collaboration and information sharing across, — the Strategic Alliance with Dorset Police force, — the South West Regional Alliance and Collaboration Programme and — national Forces and programmes. The RMS shall therefore be proven and established in policing, and as such shall both be capable of integration with the National Enabling Programme and support DCP in achieving the objectives of the Policing Vision 2025. Beyond the provision of that RMS functionality for DCP, the contract shall be set as a framework to allow South West Regional Forces (Avon and Somerset, Dorset, Gloucestershire and Wiltshire) to purchase the RMS as a direct call off. DCP intend to release the contract notice and subsequent tender documentation in early 2019. The procurement process will be focused on ensuring that, beyond its maturity in UK policing, the RMS is capable of supporting the regional agenda. DCP will set out its plan for Implementation of the solution, and the Supplier will be expected to align to that plan that sees full deployment of the RMS within 12 months.
